- Request for Information:� Satellite Emergency Notification Devices (SEND) Blanket Purchase Agreement (BPA) - 12760421Q0013 The Department of Agriculture, Forest Service Procurement & Property Service Chief Information Office Information Technology Branch, Albuquerque, NM, intends to secure a fixed price BPA for Handheld GPA tracking devices, satellite activation, annual network, and subscription services. The service will be provided for the USFS owned devices.� The proposed contract action is a Brand name full and open market FFP FAR Part 12 Commercial combined synopsis and solicitation for Satellite Emergency Notification Device (SEND) with satellite data service plan, customer support, SOS message monitoring service, and associated Web services for monitoring utilizing. �� This Request for Information (RFI) is for Market Research purposes only and is not a Request for Proposal. The Government will not pay for any information provided in response to this RFI. Responses will be at no cost to the Government. SUMMARY: The USDA/Forest Service anticipates a Forest Service wide requirement for Satellite Emergency Notification Devices (SEND). The successful contractor shall be responsible for supplying the device, standard accessories (battery charger, cables, and other related components as appropriate), user manuals, secure Web portal, 24/7/365 SOS distress signal & dispatch center monitoring service, satellite data service plan, customer support, and warranty services. These devices are used to track continuously the whereabouts of USFS-personnel while in the field, to provide notifications of entry and exit to and from the field each day, and of the location.� Communication devices and services ensure the safety of personnel in the field by providing a mechanism to secure assistance in an emergency and notify management of emergency situations using satellite systems.� The vendor would also provide a consolidated RSS feed to post personnel locations providing real-time mapping of personnel locations. USDA/Forest Service anticipates delivery of approximately 200 SENDs. The exact quantity will depend upon proposed price and the available budget. The SENDs shall have the capability to transmit the following message types: � SOS type notifications: For life threatening emergencies, device sends repeated SOS messages until battery is expended or cancelled by user. Messages are routed to a 24/7/365 monitoring center who notifies emergency contacts and pre-chosen Search And Rescue (SAR) team/s for appropriate response. � Help: Notifies preselected personnel of a non-life threatening situation with Global Positioning System (GPS) location. � Check-in: Send pre-programmed message with GPS location. � Tracking: Activated by the user, allows tracking progress with GPS location. The USDA/Forest Service anticipates a 1-year contract to supply (SEND) devices with satellite data service plan, customer support, and Web monitoring services. The period of performance is for one base period and four (4) one-year option periods. The NAICS for this requirement is 517410. The size standard is $32,500,000.00. Offered SEND units shall comply with the following general specification requirements: GENERAL SPECIFICATION: 1 Transmission: 1.1 Satellite based transmission (low earth orbit) 1.2 Satellite coverage of the continental United States, Alaska, and Puerto Rico 1.3 Transmissions include GPS coordinates of device location 1.4 GPS accuracy of less than 15 meters in open canopy 2 Device Specifications: 2.1 Size: not to exceed 5""x3""x2"" (not including antenna). Device needs to fit in field pack 2.2 Weight: not to exceed 16 oz to minimize additional weight added to field going employees 2.3 IP Rating: IPX7 2.4 Minimum operating temperature range: -20�F and 130�F 2.5 Protected or sequential S.O.S. initiation button/s to prevent inadvertent pressing 2.6 Buttons can be initiated with one gloved hand 2.7 LEDs or LCD indicating device is powered on, message sending 2.8 The device must be able to be holstered/hands free with correct antenna orientation in order to transmit data while device carriers are moving (SOS/Help/Check-n/Tracking), GPS acquired, and tracking initiated 3 Power: 3.1 Field replaceable batteries 3.2 Minimum 48 hours battery life with continuous tracking (10 minute interval) 4 Message type: 4.1 S.O.S 4.1.1 Routed to 24/7/365 monitoring service 4.1.2 Send messages continuously until turned off or battery are exhausted. 4.1.3 Sends message with GPS location if possible. Send SOS message even if GPS fix can't be acquired 4.2 HELP 4.2.1 GPS location attached in message 4.3 Check-in 4.3.1 GPS location attached in message 4.4 Tracking 4.4.1 Only user can initiate tracking from device 4.4.2 Tracking interval; 10 minutes minimum 4.4.3 GPS location attached in message 5 Services: 5.1 Data Subscription Plan includes SOS, Help, Check-in and unlimited tracking messages. 5.2 Services to include unlimited customer support 5.3 Services to include unlimited modifications to account contacts and pre configured messages 6 Web Portal: 6.1 Secure site - Account credentials required for access 6.2 Ability to have multiple devices on single account 6.3 All message locations displayed on a mapping service (e.g. Google Maps) 6.3.1 All message map points will include device designation, GPS location, and message at a minimum. 6.3.2 Custom date range (filterable) message display on map 6.4 Message data archived 6.5 Message data can be exported as .csv, .kml, or .kmz file 6.6 Configure contact information (phone, email, SMS) for SOS, Help, Check-in and tracking messages. 6.6.1 Configurable to allow multiple contacts for each message type DELIVERY:� May be shipped to various FS locations. Once Market Research has been completed, a formal Solicitation may be placed on the Federal Business Opportunities website beta.SAM.gov. It will be the responsibility of prospective offerors to check this site regularly for any postings or changes. Prospective offerors' must be registered in System for Award Management (SAM). All responsible businesses, including small businesses, are encouraged to respond to this RFI. Please provide answers for each of the following, utilizing the numbering scheme for each response and limiting your total response for this RFI to no more than ten (10) pages. All interested parties are invited to provide the following information: Company Name and CAGE code. Point of Contact (to include phone/fax and e-mail).� Statement of Capability to meet the requirement.� Company Type (SB, SDB, WO, VERTERAN, etc.)� Size Standard All responsible sources may submit a capability statement no later than 4/16/2021 at 12:00 PM MST. Any responses received after this time and date may not be considered as part of the government's market research. Any response to this RFI submitted by a prospective offeror shall be submitted at no cost to the Government and the Government is in no way obligated by the information received.
