- Page 1 of 1 The Department of Veterans Affairs, Tucson VA Medical Center, intends to negotiate on a sole source basis, pursuant to FAR 6.302-1, with TERA-Print for the TERA-Fab EM Tandem series printer. require a 3D nano-printing system that can generate bio-constructs at the sub-100 nanometer to the micro-scale range in order to develop novel bioengineered devices with defined geometries and patterns of bio-functional agents that will impact research in tissue engineering, cellular biology, drug discovery and microbiology. Only TERA-Print LCC can provide the necessary specialized equipment to meet that need with the TERA-Fab EM Tandem Series that utilizes a highly specialized and proprietary polymer pen (PPL) lithography (see patent 1022294). The PPL technology utilizes a specialized and unique top-down method of fabrication that is totally different that the traditional bottom-up method of using additive structures. Accordingly, TERA-Print LCC is the only company capable of providing the necessary equipment and supplies described in section 3 above without the Veterans Health Administration unacceptable delays or costs to develop alternative technology that has the same capabilities to meet the needs of the requestor. Additionally, since TERA-Print is the sole manufacturer and provider of the TERA-Fab EM Tandem System with no other vendors available who are listed as approved suppliers, TERA-Fab would be designated as the only responsible source to provide the highly specialized equipment IAW FAR 6.302-1. This is a notice of intent is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement may submit a capability statement to the contracting office no later than April 12th, 12PM, EST. Interest/capability statements may be sent to Lynn Portman at lynn.portman@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
