Description

This requirement establishes and is for maintaining a Laboratory Animal FB&E resource to ensure the accessibility and availability of essential FB&E throughout an emergency, disaster, and/or Government shutdown. The FB&E are required to support irreplaceable multidisciplinary animal research which is critical to the on-going mission of seven (7) institutes at the National Institutes of Health (NIH). FB&E are the single most important commodities used in the maintenance of laboratory animals. They are also among the primary factors contributing to variables in the animals' environment and have the potential to impact the research studies in which the animals are utilized. Understanding the types of FB&E available and selecting those appropriate for the research to be conducted are critical decisions made by facility management and veterinarians, in concert with research staff. The Government's requirement for FB&E of a specific quality and quantity, which meet specific specifications as outlined below, coupled with the potential for prolonged manufacturing times and a definitive product shelf life, underscores the critical need for this performance period. It is the goal of this performance period to establish a stable, cost effective, mechanism to ensure the immediate accessibility of up to three hundred and sixty five (365) day supply of FB&E, as well as provide for the availability of FB&E for rotation and replacement throughout the twelve (12) month period of performance.
