Description
1. The Millennium Challenge Corporation (�MCC�) and the government of Benin (the �Government� or �GoB�) have entered into a Millennium Challenge Compact for Millennium Challenge Account assistance to help facilitate poverty reduction through economic growth in Benin (the �Compact�) in the amount of three hundred seventy-five million (375 000 000) United States Dollars, (�MCC Funding�). The Government, acting through Millennium Challenge Account-Benin II (the �MCA Entity�), intends to apply a portion of the MCC Funding to eligible payments under a contract for which this Invitation for Bids (IFB) is issued. Any payments made under the proposed contract will be subject, in all respects, to the terms and conditions of the Compact and related documents, including restrictions on the use of MCC funding and conditions to the disbursements of MCC funding. No party other than the Government and the MCA-Benin II shall derive any rights from the Compact or have any claim to the proceeds of MCC Funding. 2. MCC�s funding is appropriated by the U.S. Congress and obligated to the Compact up-front, with no incremental or partial funding. So, when a contract is signed with an MCA Entity, money is already available to the MCA Entity and, for most contracts, invoices are paid directly to Contractors/Consultants/Suppliers by the US Treasury. 3. The Benin Power Program consists of four (4) Projects: (i) Policy Reform and Institutional Strengthening Project; (ii) Electricity Generation Project; (iii) Electricity Distribution Project; and (iv) Off-grid Electricity Access Project. The objective of the program is to increase the productivity and production for businesses, generate more economic opportunities for households and improve the capacity to provide public and social services by improving the quantity and quality of power supply. The Compact Program will be executed over a period of five (5) years upon the Compact Entry into Force (EIF). The Power Compact of Benin entered into force on June 22, 2017. This IFB is part of the activities under the Benin Compact Policy Reform and Institutional Strengthening Project. 4. This IFB follows the Amendment #1 to the Compact General Procurement Notice N�11 posted on dgMarket on March 10th, 2021, UNDB Online on March 16th, 2021, on the MCA Entity website www.mcabenin2.bj on March 11th, 2021, and published in the local newspaper �La Nation� and �Le Matinal� on March 15th and 18th, 2021. 5. MCA-Benin II, acting on behalf of the Government of Benin, now invites qualified Bidders to provide their best bid for the procurement related to the Selection of equipment suppliers to establish a testing laboratory for refrigerators and lamps. More details on the Goods and Related Services are provided at Section V (�Supply Requirements (Specifications for Goods and Related Services)�) of the bidding document. 6. The IFB is open to all eligible entities (�Bidders�) who wish to respond. 7. The procurement in reference consists of three (3) lots: Lot 1: Measurement and test equipment for lamps safety and performance tests in compliance with the requirements of IEC standards 60968:2015, 60969:2016, 60081:2017, 62560:2015, 62612:2018 to be supplied to the Abomey-Calavi Polytechnic School (EPAC), with an indicative delivery time of 90 days; Lot 2: Calm/still-air chamber for energy performance tests of household refrigeration appliances in accordance with the IEC 62552-X:2015 standard requirements, to be supplied to the National Agency for Standardization and Metrology (NASM), with an indicative delivery time of 300 days; Lot 3: Measurement and test equipment for energy performance testing of household refrigeration equipment in accordance with the IEC 62552-X:2015 standard requirements to be supplied to the NASM, with an indicative delivery time of 150 days. 8. One or more bidders will be selected using the Competitive Bidding (CB) method as part of open bidding procedures, as described in the relevant sections of the Bidding Document. Bidders are informed that these procedures are governed by the MCC Program Procurement Guidelines (PPG), which can be found on the MCC website: www.mcc.gov. 9.
