- Proposal Submission Email To ensure that proposals are received on or before the closing date and time, offerors must make sure that the documents uploaded to the proposal submission email are of adequate size to be send in a timely manner. Offerors may send the proposal divided in more than one email if necessary to ensure punctual submission. Late proposal submission emails will not be considered for award. This Solicitation Amendment 0002�is being posted to the Federal Business Opportunities (FBO) page located at https://beta.sam.gov/.� It is understood that this is the single point of entry for posting of synopsis and solicitations to the Internet. The purpose of this amendment is to include intructions regarding the Indirect Rate Support spreadsheet in section L.2.4.2, paragraph (e). Clause 52.252-6 and provision 52.252-5 have been updted to their more recent version. All other requirements of the original solicitation remain unchanged and in effect.� Additionally, Answers to questions from prospecive offerors is provided in attachment named ""Answers-Clarification to�Questions from Offerors"". The Government intends to solicit and negotiate a single award Cost-Plus-Fixed-Fee (CPFF), Indefinite Delivery Indefinite Quantity (IDIQ) contract. The resulting contract from this solicitation will consist of one five (5) year ordering period. �The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached Standard Form 33 (SF33).�The SF33 form is being utilized to generate the applicable clauses from the Standard Procurement System.� The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) seeks a contractor to provide technical and management support services for the Asymmetric Systems programs and projects. Support provided shall include research, development, engineering, and technical support efforts covering the functional areas of program management, systems engineering, doctrine and tactical policy development, technology and concept exploration, system requirements definition and performance trade-off analysis, engineering design, development, test, and evaluation, low-rate and full-rate production, and logistics engineering.� Tasking is further delineated in the Draft Statement of Work attached to this Solicitation Notice.� Set-Aside: This requirement is not a small business set-aside. The solicitation will be completed as Full and Open Competition. Responsible, interested parties may submit a proposal which identifies their interest and capability. Contract award is anticipated on approximately 20 September 2021.� Source Selection Procedures: Best Value source selection procedures will be employed. Incumbent: This requirement is a direct follow-on to Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract N00178-16-D-3002 with Southwest Research Institute.
