- This notice is a combined synopsis/solicitation Request for Quotation NIAID-RFQ-21-2057675 for commercial items prepared in accordance to with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.� The solicitation document and incorporated provisions and clauses are those in effect with the Federal Acquisition Circular 2021-05 dated March 10, 2021.� The National Institute of Allergy and Infectious Diseases (NIAID), is requesting to procure a renewal service maintenance agreement for twelve (12) cytometers that consist of the following: FACSAria II SORP (No Lasers) � serial #P90100001, FACSAria II Special (No Lasers) � serial #P0149, FACSAria II Special (No Lasers) � serial #P07900144, FACSymphony A3 � serial #H66093700002, High Throughput Sampler � serial #U30100395, FACS Flow Supply System � serial #N3492774734, FACSCanto II � serial #V96300351, High Throughput Sampler � serial #U00900579, FACSymphony A5 � serial #H79300001, FACSAria III-6 Laser System � serial #P28200155, FACSAria II SORP (No lasers) � serial #P0153, BD LSR II (Inc Blue), serial #H1122, LSR II Preconf-3 Laser System w/VIO � serial #H472000004, FACSymphony A5 � serial #R066096400118, FACS Slow Supply System � serial #N3492775770, High Throughput Sampler � serial #R647701000623, FACSAria Fusion 4 Laser System � serial #P656700000115, which includes thirty-three (33) lasers (see the attached instrument and laser list).� This acquisition will be processed under FAR Part 12 � Acquisition for Commercial Items, and FAR Part 13 - Simplified Acquisition Procedures will be used for this acquisition. Only one award will be made as a result of this solicitation.� This acquisition will be awarded as a firm-fixed price purchase order, and is not a small business set-aside.� The associated North American Industry Classification System (NAICS) Code is 811219, with the size standard of $22.0 in millions.� Anticipated period of performance is for one (1) year starting 4/22/2021 � 4/21/2022.� Services shall be performed in Bethesda, MD 20892. The Flow Cytometry Section (FCS) of the Research Technologies Branch (RTB) requires a service plan for twelve (12) cytometers, three (3) high throughput samplers, two (2) flow supply system and thirty-three (33) lasers.� These Beckton, Dickinson & Co., cytometers and lasers provide flow cytometric analysis and sorting for all Intramural program with NIAID.� Each instrument supports multiple experiments each day, and each instrument is fully utilized.� The research projects supported are complex and varied.� As such, the facility is required to maintain equipment that provides a wide range of applications that includes the ability to modify and adapt capabilities as new applications are developed.� Due to heavy usage the various flow cytometers must be repaired, recalibrated, and returned to operations as soon as possible after failure.� Certified and factory trained engineers with expertise of the Becton, Dickinson and Co., cytometers and lasers are to service these instruments and provide immediate technical support and repair services to prevent downtime in the event the instrument malfunctions.� All parts shall be new or remanufactured to the original equipment specifications, accessories, and software must be compatible with existing equipment no substitutions allowed.� To use different parts may cause the instruments to not be calibrated to optimal specifications such that the samples between experiments will not be analyzed and compared.� Quality of experimental results may be compromised and time lost due to repeated experiments to confirm experimental results.� The minimum service requirements include: � original equipment manufacturer (OEM) parts, labor, and travel for remedial repair, 2 Preventative Maintenance Inspections to be performed during twelve-month period, 2 PM Kits, Proprietary software revisions released during the period of performance, Unlimited service visits, Monday-Friday excluding holidays, Respond with-in 48 hour to a request for emergency on-site service Monday-Friday excluding holidays, Unlimited telephone support for instruments, reagents, and applications will be provided, and Update installations at the time of scheduled preventative maintenance visits. See the attached Statement of Work.� NIAID will evaluate quotes to determine the best value to the government.� NIAID will make a Best Value Determination based on the capability of each offeror�s quote to provide all requested products/services and meet the required technical specifications, past performance, and price.� Quote Instructions Indicate the order or priority in which repairs will be scheduled. (For example, if the vendor serves multiple clients, which clients, if any take preference over others.� If there is a tier-based system that prioritizes certain clients or certain types of repairs over others, indicate at what tier or priority of service that is being quoted). Indicate the nature of software updates/revisions during the service period.� Include when they will be implemented (for example, will revisions/updates be provided and released to NIAID, during preventative maintenance visits only), upon immediate release, or on another schedule), Provide End Users License Agreement (EULA) if applicable. Quote must include all service terms, conditions and exclusions as part of, or as an attachment to the quotation.
