- Description
- The proposed solicitation will be issued following the two-phased design-build selection procedures in accordance with FAR 36.3 and the tradeoff source selectin procedures of FAR Part 15.101 and 15.3.� The Government will evaluate phase-one proposals and select the most highly qualified offerors (not-to-exceed five) to submit phase-two proposals.� Only the selected firms will be issued the phase-two design-build RFP and given an opportunity to submit phase-two proposals. The work includes the design and construction for the renovation and modernization of Berth 2 to accommodate T-AKE class ships and provide shore utilities including potable water, sewer, bilge and oily wastewater treatment system, electrical power, and telecommunications. �The work will include constructing a new sheet pile with king plie with king pile bulkhead system, a mooring dolphin, and mooring cleats and bollards.� The magnitude of this project is estimated between $25,000,000 and $100,000,000. The North American Classification System (NAICS) code is 237990 and average receipts of $39.5 million over the past three years. This procurement is unrestricted.� Estimated range is between $25,000,000 to $100,000,000 U.S. Dollars.� The contract completion period is anticipated to be 850 calendar days. � This is a source selection procurement requiring of both non-price and price proposals.� Large business concerns will be required to submit a subcontracting plan as part of the proposal.� Technical Factors 2, 4, and 5, when combined, are considered of equal importance of Factor 3 � Past Performance. Phase One Factors: Factor 1 � Technical Approach, Factor 2 � Experience, and Factor 3 � Past Performance. Phase Two Factors: Factor 4 � Safety, Factor 5 � Small Business Utilization, and Price. For evaluation for Factor 2 � Experience and Factor 3 � Past Performance, a maximum of six (6) construction projects and a maximum of five (5) design projects must be submitted that demonstrate experience in similar size, scope, and complexity.� Furthermore, relevant construction and design projects are defined as: (1) New construction of steel sheetpile bulkhead wharves for ship berthing, approximately $25M or more in dollar value.� (2) Construction of waterfront utility systems (water, sewer, electrical power, and telecommunications) for ship berthing, approximately $10M or more in dollar value. Project scope shall include at least two (2) of the four (4) waterfront utilities: water, sewer, electrical power, and telecommunications.� (3) Soil/ground improvement projects involving cement deep soil mixing (CDSM), approximately $7M or more in dollar value. (4) Dredging, approximately $5M or more in dollar value. Relevant projects shall have been completed or substantially completed within the last fifteen (15) years of the date of issuance of this RFP. �Substantially Complete� is defined as at least 90% physically complete. (1) Design of new on-grade concrete wharf deck for waterfront operations, approximately $20M or more in construction dollar value.� (2) Waterfront utility systems (water, sewer, electrical power, and telecommunications) for ship berthing, approximately $10M or more in construction dollar value. Project scope shall include at least two (2) of the four (4) waterfront utilities: water, sewer, electrical power, and telecommunications.� (3) New reinforced concrete and/or reinforced precast concrete buildings supported on deep concrete foundations, located in a corrosive/tropical environment similar to Guam. Construction dollar value of the project must be approximately $10M or more. The Government will determine if project locations are comparable to Guam with regard to corrosive/tropical environment.� Relevant projects shall have been completed or substantially completed within the last fifteen (15) years of the date of issuance of this RFP. �Substantially Complete� is defined as at least 90% physically complete. The Phase-One Request for Proposal (RFP) will be available on or about 5 May 2021.� Printed copies or CD�s will not be issued.� The RFP can be accessed at beta.sam.gov.� Contractors must register on the BETA SAM website to obtain access to the solicitation.� Registration instruction can be found on the BETA SAM website, and the contractor must request explicit access to view the controlled documents.� An email will be forwarded once the contracting officer has approved or declined the request. �Approved contractors may view and/or download the solicitation documents.� Amendments will be posted to the BETA SAM website at beta.sam.gov.� It is the offerors responsibility to check the BETA SAM website periodically for any amendment to the solicitation. �
