- PRE-SOLICITATION NOTICE: The Department of Veterans Affairs, National Cemetery Administration (NCA) intends to issue a solicitation, number 36C786-21-B-0003 entitled, Chattanooga National Cemetery, Gravesite Expansion and Cemetery Improvements, located in at 1200 Bailey Avenue, Chattanooga, TN, 37404 on or about January 28, 2021, unless additional notice is given, or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on Contract Opportunities at www.beta.sam.gov . The acquisition type for this solicitation will be Invitation for Bid (IFB). This IFB will utilize the Electronic Bid delivery/opening process. There will be no bids mailed, email, USP, FedDex, or otherwise stated, with the exception all prospective bids MUST BE SUBMITTED via our government vendor portal weblink: https://www.vendorportal.ecms.va.gov YOU MUST REGISTER YOUR COMPANY AT THIS WEBISTE BEFORE SUBMISSION. Official Site Visit: This area of concern will be addressed in more detail in the upcoming issuance of Invitation for Bid (IFB). Per VAAR 836.204, The construction magnitude for this requirement is between $ $5,000,000 and $10,000,000. The NAICS is 237990 Other Heavy and Civil Engineering Construction and the business size standard is $36.5 Million. The basic scope of work (Base Item) is as follows: The construction contractor shall provide all labor, materials, tools and equipment, and services necessary to construct this project. Work includes general construction, alterations, paving, walks, grading, drainage, precast concrete columbarium units, necessary removal of existing structures and construction and certain other items. and perform and complete all work for Chattanooga National Cemetery as required by drawings and specifications. Two other goals of this project include two alternate items. These alternate items must be bid separately from the main scope and each other. NCA reserves the right to award these alternate items based on available funding. ALTERNATE NO. 1: Work includes the removal of the cast stone caps on the existing columbarium niches units and pilasters and replacement with Indiana Limestone natural stone caps. Cleaning of stone, replacement of damaged or missing brick weeps and repainting of incised columbarium labeling. ALTERNATE NO. 2: Includes the following work: (Note: This area of work will be fully described in the solicitation when issued). This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at Beta.SAM.gov and have completed online Representations and Certifications prior to contract award. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered. (See VAAR Clause 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.) You must register as at the Beta SAM.gov website for the solicitation.
