This announcement constitutes the only solicitation; Quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03 2/16/2021. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519- Other Computer Related Services with a small business size standard of $30 Million. This solicitation is set aside 100% for Service-Disabled Veterans Owned Small Businesses (100% SDVOSB set aside). The Overton Brooks VA Medical Center in Shreveport LA is seeking BioPoint Patient ID Wristband system for the Main Hospital and 3 CBOCs. All interested companies shall provide a quotation for the following: Statement of Work for the Bio-Optronics Biopoint PI, Positive Patient Identification Solution Scope of Work: Professional Services Overview Professional Services provided by Bio-Optronics include the delivery of an application installation package that will include the facility specific configuration settings, and assistance with the installation and configuration of the database and application software on VA equipment. As part of the configuration process, Bio-Optronics will provide database files and account requirements. Bio-Optronics employees with VHA NMEA accounts will require Remote Desktop access with system administration privileges to the VA computer(s) hosting services that are components of the application. Bio-Optronics staff who will access the VA infrastructure will provide the appropriate security clearances and authorization as needed. Typical facility and ESL staff requirements are: Primary contact, typically the project manager Clinical contact, the clinician that will assist with format and configuration guidance Training coordinator, typically the CAC or BCMA coordinator OI&T contacts, to coordinate technical project activities that may include Cache (HDRHX), VistA, network, VPN and Remote Desktop access, and database management. Training Bio-Optronics will provide the contracted number of days of on-site staff training. The VAMC will provide a list of individuals to be trained and be responsible for the individuals attendance for their assigned training sessions. The CAC, in conjunction with the Vendor, will develop training schedules and share in the actual training. Training will cover application functionality, best practices, support availability and general how-to. Activity Overview Identify areas for Biopoint usage. Ensure that there is sufficient room for any required solution equipment. Provide a printers and printer installation if required by project. **NOTE printer installation and configuration is not part of the project and will be provided by the supplier. As part of the scheduled project status calls Bio-Optronics will coordinate the various tasks with the appropriate project teams. A point of contact and issue escalation contact will be required for each team. Bio-Optronics will provide MBI or LBI clearance certifications to the ISO and contracting officer as needed. All hardware (Servers, workstations, scanners, printers) are the responsibility of the customer and are not covered as part of the software deployment. Equipment may be purchased as part of the originating purchase order but will be the responsibility of the supplying vendor. Server and workstation specifications may be supplied on an individual basis, but standard workstations, laptops, and scanners are sufficient. Database servers do not require a separate server and can utilize VM or current instance configurations. These Patient risk identifiers must be printed directly on the wristband to eliminate the need for multiple wristbands, stickers, or plastic clips. This will lend to standardization throughout the health care system. Standardizing patient wristbands within the VA will enhance patient hand-off communications between facilities. The solution must be able to print full color patient photograph, color coded risk identifiers, barcode, and patient demographics on the wristband. The medical identification system should provide a flexible and fully-customizable design to allow adaptation to comply with future evidence-based practices. The system must be able to function on a secure VISTA interface and will need to function properly with existing VA Barcode Point of Care (BPOC) solutions such as the barcode medication administration (BCMA) and Clinic Orders which are currently under development (BCMA in the Outpatient areas). The proposed solution must integrate directly to the VA national medical records database (Veterans Information Systems and Technology Architecture or VISTA) using a unidirectional interface for transmission of protected health information. The nursing unit or admission clerk must be able to pull up the patient record, set the alert flags, and print out a color, graphic, photo-enabled wristband on a local or networked standard color laser printer. This must be an integrated system to prevent errors by eliminating the need to rekey information from the VISTA system into a separate solution to print bands. The proposed solution must also use the national VIC system to retrieve the photo of the veteran to be printed on the band. This solution must use standardized colors for specific alerts in accordance with the American Hospital Association (www.ahaqualitycenter.org) and the Wyoming State Health Department. Specifically, the wristband solution must comply with universally accepted alerts for ALLERGY (red band with the word Allergy or letter A displayed in bold black letters), FALL RISK (yellow band with the words Fall Risk , Fall , or the letter F displayed in bold black letters), and DNR (purple band with or without DNR in bold white letters). In addition to these three universal symbols, an alert for Latex allergy is being standardized to a green band with the word Latex or L in bold black letters. INSTRUCTIONS TO OFFERORS This acquisition is being procured using Simplified Acquisition Procedures under the authority of FAR Part 13 procedures. This solicitation is 100% SDVOSB Set-Aside. which includes all CLIN items being requested in the solicitation. The Government intends to solicit this requirement and award a subsequent contract without discussions, clarifications, or negotiations. However, if necessary, the Government will seek clarification and additional information for quotes that are submitted from any eligible offeror. Offerors are encouraged to provide their best quote initially because the opportunity to enter into discussions or to provide a better quote at a later time will not be possible. The Government intends to award to the offeror whose quote represents the best value to the government after consideration of all technical and price factors. EVALUATION CRITERIA PRICE ALONE Basis of Award: A Price alone procurement is being conducted.
