- Description
- The Federal Highway Adminisration, Central Federal Lands Highway Division, Acquisitions Branch intends to increase the ceiling of contract number DTFH6816D00007 with CH2M Hill, inc. located at 9191 S. Jamaica Street, Englewood, Colorado 80112.� The contract is an indefinte delivery/indefinite quanity (IDIQ) for professional architect-engineering project development and related plans, specifications and estimate (PS&E) deliverables, as well as post-design services during construction.� This contract supports projects for partner Federal Land Management Agencies, the Department of Defense, State and Local Governments located in CFLHD�s 14-state region.� The increase is necessary to account for the following reason: 1. Logical Follow-on for Continued Professional Design Services and Post Design Services.� Several task orders were awarded against the IDIQ contract during fiscal years 2019 and 2020�for the contractor to provide complete PS&E packages and for which the contractor ise the designer of record.� The ongoing nature of the work has not been finalized or concise deliverables turned over to the Agency.� All of the task orders are more than 30 percent complete. Some are complete and require post design services during the construction period.���Due to this reality, any change to the contractor perfomring these services would require substantial duplication of effort for a new contractor to familiarize themselves with the processes, relationships, and perform already in progress efforts rendered by the current contractor.� Under authority of 41 U.S.C. 3304(a)(1), the Government does not expect to recover the value of the duplicated effort through the results of a competition.� Further, the amount of time required to compete this action would run into conflicts with the time required to deliver the PS&E and meet the current construction schedules. 2. The contract ceiling will be raised from $17,500,000.00 to $18,250,000.00 to cover increased costs associated with the contract modifications required to complete the in-scope work to complete the task orders through 100 percent design. This notice of intent to increase the contract ceiling is not a request for competitive proposals.� Any responses to this notice must show clear and convincing evidence that competition of the work would be advantageous to the government.� There will be no solicitation available for competitive proposals.�
