- THIS IS NOT A REQUEST FOR QUOTE � THIS IS A NOTICE OF THE GOVERNMENT�S INTENT TO ISSUE A SOLE SOURCE CONTRACT TO LONE STAR AEROSPACE, INC. TO PROVIDE THE AETC EXECUTIVE DECISION MODEL (EDM) FOR 19TH AIR FORCE AND AIR EDUCATION TRAINING COMMAND (AETC). The Air Force Installation Contracting Center (AFICC) - 338 ESS, JBSA-Randolph, Texas 78150-4302, announces the intent to award a firm-fixed price contract on a sole source basis to Lone Star Aerospace, Inc., 4555 Excel Parkway, Suite 500, Dallas, Texas 75001-5691, under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The anticipated period of performance will be for one (1) base year and four (4) option years from 21 September 2021 to 20 September 2026. The anticipated award to Lone Star Aerospace, Inc. is for the continued access to the AETC EDM, as well as its administration and support. The AETC EDM is an objective analysis tool designed to quantify the impact of resourcing decisions across AETC's Undergraduate Pilot Training (UPT) enterprise. It is a probabilistic model that accounts for process variance within AETC's UPT, Instructor Pilot Training (IPT), Euro-NATO Joint Jet Pilot Training (ENJJPT), and Introduction to Fighter Fundamentals (IFF) operations. EDM uses inputs such as number of aircraft/simulators/instructors/students, attrition due to weather/maintenance, restrictions due to airspace/airfields, and syllabus requirements to predict outputs such as sorties/graduates realized, and resource requirements. EDM can help examine maintenance impacts on production, manage events such as the grounding of fleets or severe weather, compare Specialized UPT to Generalized UPT, or plan T-X basing decisions. The Contractor shall continue to provide modeling & simulation (M&S) and systems sustainment & support for EDM, providing 19 AF and AETC SAS the ability to examine the impacts of innovative solutions within the Continuum of Learning such as syllabus optimization, revisioning the training environment with immersive technology, and the use of Contracted UPT. As required, the Contractor shall provide minor modifications within the existing EDM architecture as necessary to maintain an accurate representation of the UPT enterprise and complete assigned modeling tasks. The contractor shall collect information from 19 AF and AETC SAS to analyze and report EDM results, as well as conduct studies based on user-defined requirements/criteria. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Responses submitted in response to this notice shall include the following: a. Description of how the interested party plans to provide access to, maintenance for, and sustainment of the AETC EDM. b. Your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDVOSB), Small Business, Large Business, etc.) To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer and Contract Specialist not later than 2:00 PM (Central Daylight Time) on 16 April 2021.� For specific questions, please contact the Contract Specialist, Daffeney L.
