- Description
- The U.S. Department of Energy, Oak Ridge Environmental Management Office (DOE-OREM) intends to award a Purchase Order on a sole source basis to Strata-G, under Simplified Acquisition Procedures, under FAR Part 13. The DOE/OREM has a need for services to assist in regulatory issues, federal rules, regulations, and processes associated with the U.S. Department of Energy�s Oak Ridge National Laboratory (ORNL) cleanup efforts. Services will be ordered on an hourly basis, as needed and must be available to provide assistance within 24-hour notice and within quarter-hour increments to meet with OREM and regulators.� There is only one known source, Strata-G, who has the knowledge and availability needed to provide these services.� Strata-G�s experience includes staff with firsthand knowledge of, and experience in, highly complex projects on the ORNL site involving new technologies, complex operational interfaces, complex nuclear, scientific, or environmental requirements, and high visibility stakeholder involvement, including regulatory issues. �Strata-G�s combined knowledge of DOE and OREM�s mission, projects, regulatory requirements, and site projects makes it the only source available to provide specialized consultant services within the schedule and availability required by the DOE OREM Office.� Firms who want to challenge the sole-source must submit an interest letter that demonstrates their firm�s ability to provide an equivalent service and rationale as to why they should be considered, as described above.� All interested parties must respond by 10:30 AM (EST), April 16, 2021, to Carol Jennings, U.S. Department of Energy, 200 Administration Rd., EM-91, Oak Ridge, TN 37830.� Email: carol.jennings@orem.doe.gov No reimbursement for any costs associated with providing the capability information will be provided by DOE. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.� Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.�
