Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Measurements International, Inc of 343 Clermont Ave, Lake Mary, FL 32746, for the purchase of two (2) additional direct current comparator resistance bridges, range extender and dc current sources for use in existing measurement systems. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. NIST PML has built four Resistance Measurement Systems for use in the four dedicated labs involving these systems.� Three of the four systems utilize a Resistance bridge, current sources, range extender, scanners, oil bath, air bath, resistance standards and custom software to communicate between all components, with the fourth system dedicated for a Quantum Hall Resistance bridge� The systems are designed so that the different Resistance Bridges owned by NIST can be interchangeable with all four measurement systems.� The proposed acquisition is to procure two (2) additional Resistance Bridges, Current Sources and Range Extender for use in these systems.� These additional bridges are required to enhance/increase the functionality and the number/type of experiments that can be run concurrently in the different labs.� Also, NIST currently has only one Quantum Hall bridge to service two Quantum Hall labs, and the purchase of another Quantum Hall bridge will allow more users to run Quantum Hall experiments. The acquisition requires a) compatibility and interoperability with the existing Resistance Measurement Systems, which are mainly comprised of equipment purchased from Measurement International, including the Bridges, current sources, range extenders, scanners, oil baths and air baths and b) room temperature resistance bridges, 300 A range extender, and linear DC current sources capable of resistance measurements from 10 u? to 100 k? and currents up to 300 A, including a Quantum Hall bridge that meets the uncertainty specification for the 1:1, 10:1, and 14:1 ratios (see table below). The Government will consider responses received by 12:00 p.m. Eastern on April 21, 2021. �Inquiries will only be accepted via email to forest.crumpler@nist.gov .� No telephone requests will be honored.�� A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.�
