W91236-21-R-5012: Norfolk Harbor Environmental Services for the Collection, Analysis, and Evaluation of Dredged Material for the U.S. Army Corps of Engineers (USACE) Civil Works Navigation Program in the Lower Chesapeake Bay and Tributaries in Virginia. THIS IS A PRE-SOLICITATION NOTICE. THIS IS NOT A SOLICITATION. DO NOT SUBMIT PROPOSALS OR QUESTIONS IN RESPONSE TO THIS NOTICE.�� The U.S. Army Corps of Engineers, Norfolk District intends to issue a Request for Proposal (RFP) for the Single Award Task Order Contract (SATOC), Indefinite-Delivery Indefinite-Quantity (IDIQ) contract for Norfolk Harbor Environmental Services, Hampton Roads and Vicinity, Virginia, for the Collection, Analysis, and Evaluation of Dredged Material for the U.S. Army Corps of Engineers (USACE) Civil Works Navigation Program in the Lower Chesapeake Bay and Tributaries in Virginia. This procurement will be solicited and awarded utilizing Best-Value Tradeoff Negotiated procedures in accordance with FAR Part 15. The SATOC will consist of a five (5) year base period. STATEMENT OF GOVERNMENT REQUIREMENTS The Task Order contract will require collection and evaluation of dredged material from deep-draft Federal navigation channels located in unprotected marine environments subject to high volume deep-draft navigation traffic including commercial and national defense navigation interests, as well as shallow-draft Federal navigation channels and civil works projects located in more protected marine environments. �This work entails performing grab and core sampling of dredged material for evaluation in accordance with the Marine Protection, Research, and Sanctuaries Act, Section 103 (MPRSA) consisting of sediment, site water, elutriate, and eco-toxicological (i.e. water column bioassays, whole sediment bioassays, and bioaccumulation studies) samples.� In addition to dredged material evaluations, related services not foreseen prior to the contract may be required to complete the dredged material evaluation, project dredged material management plans, or comply with other policy and regulatory requirement.� The related services consists of but are not limited to placement site characterizations, dredged material discharge modeling (fate/mixing), current modeling and monitoring (drogue studies) in support of fate modeling, ecological and human health risk assessment associated with dredged material placement, dredged material management plans, placement site inspections, site sampling (e.g. physical, chemical, and biological), placement site management and monitoring plans, remedial planning and investigations, contaminant pathway analyses and investigations, environmental compliance monitoring, permitting, wetland delineations and compensation plans, resource management planning, conservation planning, and pollution prevention plans. The orders will characterize navigation projects with varying volumes of dredged material between 100,000 and 8,000,000 cubic yards of dredged material per order.� The total number of required samples per order will be based on coordination with regulatory agencies. The Government anticipates that it will require the contractor to manage up to two (2) orders concurrently and require the contractor to batch samples required in the order for concurrent eco-toxicological testing with reference sediment samples. The geographic scope of the Task Order contract will include the Atlantic Ocean Channel, Thimble Shoals Channel, Cape Henry Channel, York Spit Channel, Rappahannock Shoals Channel, and the navigation channels encompassed within Hampton Roads, Elizabeth River, James River and other tributaries within Virginia. ***VERY IMPORTANT*** USACE will require that these dredge material collection, analysis, and evaluation functions be performed in strict compliance with the Marine Protection, Research, and Sanctuaries Act (MPRSA) requirements as implemented in applicable federal regulations, to include: MPRSA Section 103 testing protocols U.S. Environmental Protection Agency (USEPA) Regional Implementation Manuals USACE/USEPA technical guidance manuals INSTRUCTION TO OFFERORS This requirement will be for 100% Small Businesses. The applicable North American Industry Classification System (NAICS) Code is 562910, Environmental Remediation Services with a Small Business Size Standard of 750 employees. There will be three evaluation factors considered for this action including: A) Management Approach, B) Past Performance, and C) Price. The relative order of importance of the non-price evaluation factors are equal to each other. The combined non-price factors are significantly more important than price. Bid bonds will be required with each Offeror�s submittal.� In accordance with FAR Part 9.104 and 9.106, contractor responsibility will be determined prior to award by the Contracting Officer through the performance of a Pre-Award Survey or utilizing information from a previous pre-award survey and/or any performance data available. The apparent low bidder may be required to show that he has the necessary capital, experience, and owns or can procure the necessary plant or other resources to commence the work at the time prescribed in the specifications and thereafter to prosecute and complete the work safely and satisfactorily within the time specified. The below Pre-Award Survey Information will be requested of the apparent low offeror. This information is not required to be responsive to the Invitation for Bid. The Government intends to award a Firm-Fixed Priced contract to the responsible proposer whose proposal conforms to the terms of the RFP notice, is determined fair and reasonable, and offers the best overall value to the Government as determined through an RFP, Contract by Negotiation process.� This notice does not constitute a request for proposal. The RFP and accompanying documents will be issued electronically and will be uploaded to the Beta.SAM.gov website (https://www.beta.sam.gov) on or about May 25, 2021. Notification of any changes to this pre-solicitation will only be made on this website. Therefore, it is the offerors responsibility to check the website regularly for any posted changes to the pre-solicitation notice. Telephone calls or written requests for the RFP package will NOT be accepted. Prospective offerors are responsible for monitoring beta.sam.gov to respond to the solicitation and any amendments or other information regarding this acquisition. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR CHANGES.� No hard copies will be available. Prospective contractors MUST be registered in the DOD System for Award Management (SAM) database in order to obtain access to beta.SAM.gov. It is incumbent upon vendors to monitor beta.SAM.gov for the release of the solicitation, specification, drawings, and all subsequent amendments. SAM Registration must also be ACTIVE and current to be eligible for contract award. Information on registration and annual confirmation requirements may be obtained by calling 1-866-606-8220 or via the Internet at https://www.sam.gov. Lack of registration in the SAM database will prevent access to beta.SAM.gov and will make a Proposer ineligible for award.� Representations and Certifications Applications apply to this solicitation and may be completed online via the SAM.gov website.
