Description
The Bureau of Reclamation will be soliciting proposals for foundation modifications on the Altus East B and Lugert Dikes. The dikes are located approximately 20 miles north of Altus, Oklahoma in Kiowa County. The work be performed includes the following: 1) Cut off existing piezometers and protect during construction; 2) Reestablish piezometers following construction of the cement-bentonite slurry cut-off wall; 3) Grade gravel surfacing on crest of dikes to be used as a work pad; 4) Excavate rockfill off downstream face of dikes and place as a berm at the toe of the dike; 5) Excavate cutoff wall trench through embankment and soil foundation materials into shale bedrock.; 6) Continuously fill cutoff wall trench with cement-bentonite slurry to support excavation and to cure into a cutoff for foundation seepage; 7) Place spoils from excavation of cutoff trench on downstream face of dikes to be held in place by rockfill stockpile; 8) Remove upper 6 inches of cutoff wall, place and compact impervious material over cutoff wall; 9) Shape and contour hardened cutoff wall excavation spoils up the face of dikes; 10) Place stockpiled rockfill over cutoff wall excavation spoils on downstream face of dikes; 11) Regrade existing gravel surface as a base for the new gravel surfacing at the crest of the dikes and contaminated portions of access roads; 12) Place new gravel surfacing at locations where it was regraded. The solicitation will be issued on or around April 20, 2021. Proposals will be due approximately 45 calendar day after the solicitation is issued. Proposals will be received at the Bureau of Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. The method of procurement will be Federal Acquisition Regulations Part 15 � Negotiated Competitive, issued for full and open competition. Once issued, the solicitation may be downloaded from beta.sam.gov. All responsible contractors may submit a proposal that will be considered by the Bureau of Reclamation. The estimated price range of this acquisition is $10 to $25 Million. The North American Industrial Classification Code is 237990. The small business size standard is $39.5 Million. Effective July 29, 2012, any contractor interested in doing business with the Federal Government must register in the System For Award Management (SAM) database prior to award of a contract. SAM is a Federal Government owned and operated free website that consolidates the Central Contractor Registration (CCR), Online Representations and Certifications Application (ORCA), and the Excluded Parties List System (EPLS). The vendor�s Duns and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at www.SAM.GOV or by calling 1-866-606-8220. Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury�s Internet Payment Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal or bid.
