- This is a combined synopsis/solicitation for commercial items prepared in�accordance with the format in Subpart 12.6, as supplemented with additional�information included in this notice. This announcement constitutes the only solicitation, quotations are being requested, and a written solicitation will not be�issued. Solicitation 12305B21S1489 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05.� The associated NAICS code is 325413 and it is a total small business set-aside.��Respondents must have current and active System for Award Management (SAM) registration and have completed Online Representations and Certifications online at www.sam.gov. By submission of quotation, respondent certifies that SAM registration is current to include Online Representations and Certifications as of quotation submission date in accordance with FAR 52.204-7, System for Award�Management. Registration must remain active through final payment of any�award resulting from this solicitation. Requirement is for specific assessment kits identified in Attachment 01 that will be used to assess cellular and molecular level immune responses in cows and pigs during vaccine development.�The intent is to award a firm fixed price IDIQ contract for a base year ordering period and two (2) one-year optional ordering periods. Quantities are estimated with no guarantee of actual orders being placed. �The contractor shall be capable of providing all line items, brand name or equal, in accordance with item numbers listed on Attachment 01.� Respondents must provide a Firm Fixed Price Quotation for the base period and each one year option periods for all line items to be considered for award.��Offerors shall provide ALL of the following by email to tim.smearman@usda.gov and ensure receipt by April 13, 2021, 3 P.M. (EST). (a) Attachment 01 with firm-fixed price (price each and total cost) for all line items for Base Year, Option Year 1, and Option Year 2 periods.� Quoted price shall be FOB Destination inclusive of all costs associated with shipment to Orient, NY 11957. (b) Technical Capability and Qualifications Statement describing experience and ability to provide product technical support and meet packaging, shipping, and delivery requirements as identified in the attached statement of work requirements. (c) Two past performance references with contact information that demonstrates experience in providing statement of work requirements. (d) Completed copy of the provisions FAR 52-212-3 Offeror Representations and Certifications � Commercial Items. The basis for any potential award is Lowest Price Technically Acceptable (LPTA). ""LPTA"" means the expected outcome of the acquisition that, results from selection of the lowest evaluated price (evaluated by adding the total price of all line items for all years) that fully meets capability to provide all line items and having satisfactory past performance. Only the lowest priced quote will be evaluated for acceptability. The next lowest quote will only be evaluated if the aforementioned quote is not found to be acceptable (and so on). Only one award is contemplated under this solicitation.
