THIS IS A Sources Sought Notice ONLY.� The U.S. Government desires to procure an Autonomous Vehicles and a Self-Driving� Car Research Studio by QUANSER (see Product Details at end of document) on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside.� Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside.� We encourage all small businesses in all socioeconomic categories, including 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, and Women-Owned Small Business, to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes � it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� This notice does not commit the U.S. Government to contract for any supply or service.� Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder.� Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued.� If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry.� It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.� The anticipated NAICS code is 541715 �Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). A need is anticipated for an Autonomous Vehicles and a Self-Driving Car Research Studio by QUANSER (see Product Details at end of document). In response to this sources sought, please provide: 1.� Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.), and the corresponding NAICS code. 2.� Identify whether your firm is interested in competing for this requirement as a prime contractor or not.� Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any. 3.� Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination. 4.� Information to help determine if the requirement service is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc. 5.� Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns. 6.� Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition.� Please contact the MICC Advocate for Competition, Scott Kukes, at scott.d.kukes.civ@mail.mil or 210-466-2269, if you believe that this action is unreasonably restricting competition.� Include the subject of the acquisition, this announcement, and the MICC POC information from the BETA-SAM notice.� Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. 7.� Recommendations to improve the approach/specifications to acquiring the identified items. PRODUCT DETAILS 1 x Autonomous Vehicle Research Studio Package with 6 Camera: 3 x QDrone (P/N:959) Quanser Drone is an Impact Resistant, Open Architecture Research-Grade Quadrotor, equipped with a powerful on-board quad-core Intel Aero compute board, multiple on-board cameras and additional analog 1/0 which is ideal for innovative multi-agent, swarm and vision based applications. QUARC Autonomous real time design and deployment software is configured for each vehicle for its full operation. 2 x Autonomous Vehicles Research Studio Ground Control Station (P/N:1015) The Autonomous Vehicles Research Studio Ground Control Station is specifically configured high performance ground station PC. 2 x Autonomous Vehicles Research Studio Accessory Kit (P/N:1011) The Autonomous Vehicle Research Studio Accessory Kit provides the necessary infrastructure to get the ground system up and running such as a high performance Router, E-STOP, Logitech - Pro- Webcam, Transmitter, Wireless dongle etc. 6 x Research Studio Monitor (P/N:1010) 24"" LCD Monitor - Three monitors are usually suggested for the best real-time monitoring experience of the Research Studio. 8 x Protective Ground Mats (P/N:1016) Foam tiles for AVRS studio. Foam Mats pack 24"" x 24"" tiles. Each Box contains 25 tiles covering 10' x 10' (approx. 3m x 3m) area. 8 x Protective Netting (P/N:1014) AVRS Safety Net in 20' x 20' (approx. 6m x 6m) sections. 2 x QUARC Autonomous Software License (P/N:975) QUARC� Autonomous provides a seamless application prototyping environment for autonomous multi-platform and multi agent research. QUARC� is fully integrated with MATLAB/Simulink� and requires MATLAB Coder and Simulink Coder for full operation. Please see the Compatibility Chart for the latest version of MATLAB/Si mu link� supported. 3 x Onsite Installation and Setup (P/N:1026) Quanser will provide this service for all Research Studios where the client does not have the time or resources to do it themselves. The Fee includes an Engineer per Day and the number of days required for Installation and Setup are indicated accordingly. 3 x Onsite Training (P/N:1027) Quanser will provide an in-depth training and demonstration of the Research Studio, in order to have the client up and running in the least amount of time. The Fee includes an Engineer per Day and the number of days required for training are indicated accordingly. 1 x Self-Driving Car Research Studio 2 x QCar (P/N:1020) QCar - Quanser self-driving vehicle is an open-architecture, research-grade 1/10 scale car model, equipped with powerful Nvidia� Jetson� TX2 processor, 360� cameras, RGBD camera, LIDAR, IMU, encoder, audio, and other sensors and 1/0 for self-driving car research applications. Pre- installed QUARC� Autonomous software license, Quanser APl's, Python�, ROS, TensorFlow, TensorRT �, CUDA�, OpenCV, and other APl's pre-tested for interoperability. Each QCar includes 2 LiPo batteries, a battery charger, and power supply for continuous onboard or remote development. 2 x Reconfigurable Roadway Panels and Training Accessories (P/N:1019) 700ft2/65m2 reconfigurable vinyl roadways including corners, 4-way intersections, T-intersections, straight road, passing lanes, and loops.
