- Introduction and Background The NASA Glenn Research Center's�(GRC) Final Request for Quotations (RFQ) in support of the Mars Spring Tire (MST) Project is hereby issued for competition. The Mars Spring Tire Project at NASA Glenn Research Center is producing Shape Memory Alloy (SMA) Spring Tires for a potential Mars rover mission in 2026. The SMA Spring Tire consists of two subsystems: 1) the tire, which is made of several hundred nickel titanium coiled wires woven into a mesh, and 2) a wheel, which consists of multiple metal parts serving to set the orientation of the SMA mesh and couple the tire to the rover�s drive system. As a result NASA GRC intends to award a Blanket Purchase Agreement (BPA) which is intended to cover procurement of the wheels for this project. This will serve as a single award BPA. Several BPA Calls are expected to be awarded for both prototyping and flight hardware applications. Though the wheel design is still evolving, it is expected that the fabrication and material needs will be fairly standard. NASA anticipates the need for approximately 40 wheels with orders starting in approximately June 2021 and continuing through late 2023. It is critical as NASA approaches the stage of building flight hardware that there is consistency between builds. Therefore, a single vendor is being sought that will be able to consistently produce multiple sets of wheels while minimizing cost, maximizing efficiency, and ensuring consistency and reliability between builds. This requirement has been set aside for small business under the NAICS Code 332710 � Machine Shops.
