General Information Short Title: ���������������� �Single-Race Bridged Population Estimates by Immigration Status Document Type:�������� Notice of Intent Solicitation Number:� �75N91021R00031�� Posted Date:����������� �����4/7/2021 Response Date:���������� �4/14/2021 Classification Code:�� �B599 � Special Studies NAICS Code:������������� 541990 � All Other Professional, Scientific and Technical Services CONTRACTING OFFICE ADDRESS Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E232 Bethesda, MD 20892, UNITED STATES DESCRIPTION� The U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP), intends to procure services on a sole source basis from the Regents of University of Minnesota services to obtain population estimates for 2018-2019 calculated using individual level data from the American Community Survey (ACS). This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. Only one award will be made as a result of this solicitation. This will be awarded as a Severable firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. BACKGROUND The study of racial disparities in cancer incidence and mortality rates among immigrants requires population data by immigration status and single-race categories. The American Community Survey (ACS) is the only authoritative data source for estimating populations, as immigration status is not collected in the decennial censuses. However, ACS race data needs to be bridged into a single-race format for ACS-based populations to be usable for calculating cancer rates. A previous contract with the University of Minnesota (Contract number: HHSN 75N91019P00786) has developed a race-bridging method and produced annual population estimates by single-race and immigration status for 2005-2017. This contract builds on this previous contract to extend the population estimates to future years and integrate the newly developed single-race variable into ACS samples from 2005 to 2019 in a data-inquiry system that University of Minnesota (UM) has incorporated it into Integrated Public Use Microdata Series (IPUMS) which allows extraction of single-race population by other risk factors. OBJECTIVE The Department of Health and Human Services, National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program (SRP) requires population estimates by single-race and nativity (i.e. US-born and foreign-born) for 2018-2019 calculated using individual level data from the American Community Survey (ACS). The deliverables provided under the subsequent purchase order will provide the denominator data required for the NCI to release cancer rates by single race and ethnicity among immigrants and easy-to-access ACS samples that the NCI will be able to use to generate population estimates by alternative specifications. SCOPE The Contractor shall furnish all necessary personnel, materials, services, facilities, (except as otherwise specified herein), and otherwise do all the things necessary for or incident to the performance of the work as set forth in section 5 below. This acquisition shall include services to obtain population estimates for 2018-2019 calculated using individual level data from the American Community Survey (ACS). PURCHASE ORDER REQUIREMENTS The Contractor shall perform the following tasks: Task 5.1.�������� Provide population estimates by single-race/ ethnicity and immigration status ����� ���������������������� �For 2018-2019 Subtask 5.1.1. Access confidential county-level NHIS data at MnRDC and estimate race bridging probabilities using NHIS data; Subtask 5.1.2. Apply bridging probabilities to bridge multiple-race responses to ���� single-race responses in the 2018-2019 ACS samples; Subtask 5.1.3. Generate annual population estimates by single-race, immigration status, 5-year age category, and gender at the state level for 2018-2019. Subtask 5.1.4. Provide a report to the NCI containing annual population estimates by single-race, immigration status, 5-year age category, and gender at the state level for 2018-2019; and, describing approaches of estimating race-bridging probabilities using NHIS data, designating the single-race category for multiple-race individuals in the ACS sample, and estimating population totals and corresponding standard errors from the ACS samples for 2018-2019. Task 5.2.�������� Integrate the newly developed single-race variable into the ACS samples ���������������������� �(2005-2019) in the IPUMS Task 5.3.�������� Provide a report to NCI with instructions to access ACS samples with the bridged single-race variable for 2005-2019 through the IPUMS data�� processing system TYPE OF ORDER This will be issued as a Severable Firm-Fixed Price Purchase Order. The services acquired under this purchase order are severable services. Funds are only available for use for the line item to which they are obligated. Unused funds from one period (line item) may not roll over for use in other periods. PERIOD OF PERFORMANCE The period of performance is from May 15, 2021 to May 14, 2022. PLACE OF PERFORMANCE All services shall be performed at the Contractor�s facility. REPORT(S)/DELIVERABLES AND DELIVERY SCHEDULE All reports shall be submitted via e-mail in Microsoft compatible format and all data products shall be submitted to the NCI/ DCCPS/SRP Technical Point of Contact (POC) for review, comment and approval. All deliverables shall be sent electronically (Microsoft Word or Excel, unless approved by the NCI Technical POC) per the following deliverable schedule.� DELIVERABLES DELIVERABLE DESCRIPTION DUE DATE Report containing annual population estimates by single-race, immigration status, 5-year age category, and gender at the state level for 2008-2019; and, describing approaches of estimating race-bridging probabilities using NHIS data, designating the single-race category for multiple-race individuals in the ACS sample, and estimating population totals and corresponding standard errors from the ACS samples for 2018-2019. September 30, 2021 Report with instructions to access ACS samples with the bridged single-race variable for 2005-2019 through the IPUMS data processing system March 31, 2022 The University of Minnesota (UM) is uniquely qualified to perform the services as outlined in the statement of work. The UM is staffed with highly experienced demographic researchers who have developed a scientifically sound statistical method of deriving single race responses for survey participants who have marked more than one race categories in the ACS. The UM have incorporated this new single-race variable into the Integrated Public Use Microdata Series (IPUMS) data processing system, a flexible and essential population science program that has been used widely in the United States and worldwide for inquiring and extracting research use demographic data. A previous contract between the NCI and the University of Minnesota (Contract number: 75N91019P00786) has developed a race-bridging method and produced annual population estimates by single-race and immigration status for 2005-2017, which has been used as denominators for calculating cancer rates. The continued use of the data that are constructed and stored in the same manner ensures scientific consistency with NCI�s previous cancer research results. The task outlined in the Statement of Work (SOW) poses a unique challenge for researchers with novel methods and staff who are highly skilled in data management. This challenge can only be met by the UM�s given their unique research experience in race-bridging and extensive experience and skill in processing new variables in IPUMS data system. Taking advantage of UM�s expertise in the required areas would assure that the work be completed in the required time. Any efforts to identify the required skills and expertise through outside sources would delay in the project. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement.� Responses must be received in the contracting office by 12:00 PM EST, on April 14, 2021.� All responses and questions must be emailed to David Romley, Contract Specialist via electronic mail at david.romley@nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
