Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE PURCHASE ORDER This is a notice of intent to negotiate a sole-source purchase order pursuant to the authority of 41 U.S.C. 1901, which applies when the supplies/services required by the agency are only available from one responsible source and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a purchase order with BAE Systems Information and Electronic Systems Integration, Inc. (BAE Systems), San Diego, CA for the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), who has a requirement for SOCET GXP (SOftCopy Exploitation Toolkit, Geospatial eXploitation Products) software licensing and continued maintenance, training, and support on existing BAE Systems SOCET SET and SOCET GXP software. The required BAE Systems SOCET SET and SOCET GXP software and licensing are proprietary to BAE Systems, and no other contractor/company or distributor has the resource or capability to provide the product software licensing or maintenance and support services. BAE Systems is the exclusive worldwide developer and distributor of SOCET SET and SOCET GXP products and services. Therefore, BAE Systems is the only known responsible source that can provide the required services. Additional information regarding this requirement can be found in the attached Statement of Need (SON). Companies that believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 4:00 P.M. ET, April 13, 2021.
