- Notice of Contract Action (NOCA) In accordance with FAR Subpart 5.2 this notice constitutes a notice to solicit a brand name request for quote/proposal to L3 Harris for the purchase of Power Amplifier equipment for Ramstein Air Base, Germany. A justification and approval will be published with the solicitation. This brand name action is necessary because if this specific equipment is not purchased, it will not be compatible with the already owned and operated equipment. This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); the Air Force does not intended to award a contract on the basis of this notice or to otherwise pay for the information solicited. Although ""quote"" and ""proposal"" are used in this notice of contract action, your responses will be treated as information only. It shall not be used as a proposal.
