Description

The AFTC Contracting Directorate (AFTC/PZIEA), Edwards AFB intends to issue a sole source, Firm-Fixed Price Supply Contract under Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures; FAR 6.302 Circumstances Permitting Other Than Full and Open Competition, implemented by FAR 6.302-1 IAW FAC 2020-07 (31 August 2020), to Gurobi Optimization, LLC., 2558 NW Marcia St Portland, OR 97210. The applicable NAICS is 541511 with a size standard of $30 million. The required items are as follows: The requirement is for renewal of yearly maintenance and support on single-use license IDs 315334, 315335, 315336 and 315337. This notice neither constitutes a Request for Quote (RFQ) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. THIS IS NOT AN RFQ AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
