- Description
- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit, on an unrestricted, full and open competitive basis, for the procurement of Balouch (Balochi) and Urdu language linguistic/translation and interpretation services in support of the mission and operational requirements of the Naval Criminal Investigative Service (NCIS) Middle East Field Office (MEFO), Transnational Crimes Unit (TCU) in their Area of Responsibility (AOR), which includes the Kingdom of Bahrain, U.S. Central Command (CENTCOM) and U.S. Africa Command (AFRICOM) territories. This support will provide for law enforcement investigative and operational support conducting maritime security operations and the facilitation of maritime interdictions of vessels trafficking illicit cargo. Contractor personnel shall be Category 2 certified, U.S. citizens with a Secret clearance. A Firm-Fixed Price (FFP) type of contract will be awarded as a result. It is anticipated that the resultant contract will contain a base period of twelve (12) months with one (1) twelve-month option period. Performance is expected to begin 60 days after date of contract. Contractor will be responsible for all costs associated with contract performance including housing and Defense Base Act insurance for its employees as well as entry in the Synchronized Predeployment and Operational Tracker (SPOT). The procurement is being processed pursuant to FAR Part 12 and FAR 13.5. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541930 and $8M, respectively. Upon its release, the solicitation will be made available electronically on both the Navy Electronic Commerce Online (NECO) website (www.neco.navy.mil) and the Beta SAM website (beta.sam.gov). A hard copy of the solicitation WILL NOT be made available. Quoters shall be required to submit both price and non-price quotes. All responsible sources may submit a quote which shall be considered by the NAVSUP FLC Norfolk Philadelphia Office. Quoters must be registered in the System for Award Management (SAM) database to be considered for award. See www.sam.gov for further information and instructions. There is no fee associated with registering your company in SAM. The solicitation is expected to be released within 15 days of this posting. The closing date for receipt of quotes will be established in the solicitation.
