This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. SOLICITATION NUMBER: 47PB0021Q0018 PROJECT NAME: Appraisal �Mineral Estate in Howard County, Texas GSA DIVISION: R7 Real Property Utilization & Disposal Division SERVICE: Appraisal Services LOCATION: Former Webb Air Force Base, Big Spring, Howard County, Texas ISSUE DATE: April 7, 2021 QUOTE RECEIPT DATE & TIME: April 14, 2020 � 3:00 PM Eastern Time. The General Services Administration (GSA) is seeking proposals for a fair market value appraisal report, prepared in accordance with the Uniform Standards for Professional Appraisal Practice (USPAP) as described in the below Scope of Work. The purpose of the assignment is to 1) develop an estimate of the Fair Market Value of the fee simple interest of the property based on the highest and best use and 2) research and advise GSA regarding various selling scenarios and strategies as they pertain to stratification of the mineral horizons. The subject of the appraisal is a mineral acre estate associated with the former Webb Air Force Base in Big Spring, Texas.� The estate contains about 158.8 net mineral acres but is not contiguous.� It is divided into several parcels where the United States either owns 100% or 50%.� In general, the tracts are out of Sections 2 and 11 of the Texas and Pacific Railroad Company Survey, Block 33, Township 1 South in Howard County, Texas.� The subject mineral estate has been in federal government ownership since at least 1951.
