Description
Pre-solicitation Synopsis for the Layberthing of 4 Vessels on the East Coast of the United States Pre-Solicitation Synopsis Number: 693JF7-21-SS-Pre-solicitation This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement; thus, this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public that the Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to procure layberthing services for an exclusive use long-term safe layberth for outfitting of up to four (4) commercial vessels to prepare them for introduction to the Ready Reserve Force (RRF).�� The geographic area of consideration for this solicitation is the US East Coast inclusive of navigable waterways that can support the safe berthing and navigation of the size vessel identified.� For potential sources located on inland waterways the distance to open waters must not exceed 150 miles.� Vessels can be berthed at separate facilities but must be no more than five (5) miles apart.�� The solicitation for the berth services will be for two groups of two Commercial Ro/Ro vessels, with the second group being an optional bid. Primary bid for the solicitation will be one vessel group base year and 4 option years with an alternative bid for a base year and nine option years. The second group of two vessels is an optional bid which may be awarded depending upon vessel acquisition progress with a starting date 3 � 6 months after the first vessel group. It will be assumed that as vessels are fitted out, they will leave the outfit berth and transit to their assigned contract layberth which will be solicited separately.� The Government will substitute newly acquired vessels of a similar size or smaller as the original vessels depart.� Vessels can be moored singularly, or nested in groups of 2. consistent with heavy weather mooring service type III requirements.� The solicitation, which will be used for this procurement will be an Invitation for Bids (IFB) and it will be issued around May 7, 2021; the IFB number will be: 693JF7-21-SS-Pre solicitation. The bid-opening date will be specified in the IFB. In addition, MARAD will utilize a Firm Fixed Price Contract for the above-mentioned procurement. This procurement will be set-aside for small businesses. The period of performance of the ensuing contract will be: one 12-month Base Period and four 12-month Option Periods or one 12-month Base Period and nine 12-month Option Periods. The appropriate NAICS code for this procurement is 488390. Please be strongly advised that Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation; SAM�s website is as follows: http://www.sam.gov.
