SBA Total Small Business Set-Aside (FAR 19.5)
 
Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. The solicitation number stated above, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101, effective October 26, 2018. The Solicitation number is 6923G221Q0000004 and is issued as a request for quotation (RFQ). The combined synopsis/solicitation will result in a fixed price purchase order. This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-06 Notice of Total Small Business Set-Aside which applies to this solicitation). The associated North American Industrial Classification System (NAICS) code for this procurement is 532490 with a small business size standard of 32.5 Million. The United States Merchant Marine Academy (USMMA) at Kings Point, New York requires the services of a qualified organization capable of performing a Semi-Virtual Graduation (Event staging, full production support , Photographic support, Live Streaming, Set-Up/Tear down and Recording) for our 2021 Graduation. The Contractor shall provide all material, tools, labor, equipment, transportation and supervision necessary for the �Event staging, full production support , Photographic support, Live Streaming, Set-Up/Tear down and Recording for our 2021 Graduation which is being held at the U.S. Merchant Marine Academy Kings Point, NY 11024. The period of performance is from Saturday, June 12, 2021 through Saturday, June 19, 2021. Set-up must be completed by Wednesday, June 16, 2021. Graduation weekend events are scheduled June 17, 2020 through Saturday, June 29, 2021.� Graduation Commencement Ceremony is tentatively set to occur at 0900 on Saturday, June 19, 2021. Removal of all equipment shall be completed by Tuesday, June 22, 2021. See Attached Request for Quotation (RFQ) and Statement of Work (SOW). No paper copies of the solicitation will be distributed. Offerors are responsible for obtaining the solicitation and any amendments at www.fbo.gov . TERMS OF DELIVERY- Delivery shall be FOB Destination Delivery and acceptance of deliverables shall be FOB DESTINATION at the following location: U.S. Merchant Marine Academy (USMMA) Department of Maintenance and Repair 300 Steamboat Road Kings Point, NY 11024-1699 APPLICABLE SERVICE CONTRACT ACT WAGE DETERMINATION: The Service Contract Act Wage Determination applicable to this requirement is available online at the following address: https://beta.sam.gov/ INVOICE SUBMISSION INSTRUCTIONS - The Contractor may submit invoices in electronic format. (1) Electronic invoices shall be uploaded to https://einvoice.esc.gov/index.html . Electronic Invoice and supporting documentation shall be in Adobe Acrobat (PDF) format and shall conform to the following criteria or be subject to rejection: (i) Name and address of the contractor. (ii) Invoice date and invoice number. (Date invoices as close as possible to the date of mailing or transmission.) (iii) Contract number or other authorization for supplies delivered or services performed (including order number and contract line item number). (iv) Description, quantity, unit of measure, unit price and extended price of supplies delivered or services performed. (v) Shipping and payment terms (e.g., shipment number and date of shipment, discount for prompt payment terms). Bill of lading number and weight of shipment will be shown for shipments on Government bills of lading. (vi) Name and address of contractor official to whom payment is to be sent (must be the same as that in the contract or in a proper notice of assignment). (vii) Name (where practicable), title, phone number and mailing address of person to notify in the event of a defective invoice. BASIS FOR AWARD- A Single Firm Fixed Price Award will be made to the responsible, technically acceptable quoter, whose quote, conforming to the combined Synopsis/Solicitation, offers the lowest price technically acceptable (LPTA). For purpose of Technical Acceptability, the Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the Quoter�s meet the requirements described in the Statement of Work. The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications-Commercial items, applies to this solicitation. A copy of the provision may be attained from https://www.acquisition.gov/far/. Each offeror shall included a completed copy of the provision at 52.212-3 (FEB 2021) or certification that these have been completed online via Online Representations and Certifications application (ORCA) at https://beta.sam.gov/ �.Signed quotes are due NO LATER THAN 12:00 P.M. EST on Wednesday, April 21, 2021. �52.217-9� Option to Extend the Term of the Contract (Mar 2000). To be awarded this contract, the offeror must be registered in SAM. SAM information may be found at: https://beta.sam.gov/ Site-Visit: A Site-Visit will be held on Monday, April 12, 2021 @ 11:00 EST at Wiley Hall located at the U.S. Merchant Marine Academy Kings Point, NY 11024. The Site-Visit is not mandatory but, is highly recommended. All attendees must notify Deborah Porter via email @ porterd@usmma.edu if they will like to attend the Site-Visit. Please bring a valid driver�s license with you when coming to the Academy, the Guard will be requesting it. We also ask that you wear a mask while on the Academy grounds due to COVID-19. Please be sure that whoever comes to the Academy: Currently doesn�t have a temperature above 100 or within the last 14 days: Had a fever, cough, trouble breathing, has been with anyone who has COVID-19 or has traveled outside of the United States.� To be awarded this contract, the offeror must be registered in SAM.
