- Description
- If your RFI response requires sending large documents (over 5mb), please contact Daniel Jackson at daniel.j.jackson2@uscg.mil with one name and email address that will be submitting the documents, and a request will be sent from the DOD Safe App (safe.apps.mil) to drop off the documents. Each request is single use, can handle multiple large files, and can only be used once. Closing date and time extended to 11:59pm on April 12th. The U. S. Coast Guard (USCG) is conducting market research in preparation for the replacement of four Special Purpose Craft Heavy Weather (SPC-HWX). The primary purpose of the SPC-HWX is to conduct Search and Rescue (SAR) missions in extreme weather conditions to include surf and extreme seas and be able to tow larger fishing vessels. Other missions will include Ports, Waterways, and Coastal Security (PWCS) and law enforcement. These boats will replace 52-foot SPC-HWX boats that were built in the 1950s and are increasingly difficult to maintain. The SPC-HWX boats will be deployed to four USCG stations in the Pacific Northwest. A preliminary table of requirements that outlines the features desired in a new SPC-HWX is attached. This RFI seeks information with regard to the following: Do you have a craft already in production that meets the preliminary requirements or a design that could be modified to meet the requirements? If so, please provide information on the design and any boats that have been built to this design. (specification sheets, drawings, photographs, production information, etc.) If you do not have a boat in production, and you are interested in submitting a proposal, how would you pursue proposing a hull form that is proven and ready for production? What features and design standards would you incorporate in an SPC-HWX to meet the severe operating environment requirements? How would you achieve self-righting in both intact and damaged conditions? What is a reasonable time period to complete a detailed design and build and deliver the first boat? What is a reasonable time period to build and deliver additional boats? For lifecycle support, to what extent do you normally provide logistics information? (CAD models, drawings and technical data) What are the standard warranty terms? What is the rough order of magnitude (ROM) price of your current craft? What is the ROM of the design and engineering effort to meet the SPC-HWX requirements? What is the ROM for a first article and subsequent SPC-HWX boats? What is your companys size and socio-economic status? Responses to this RFI shall be submitted to CG-9123BoatBuy@uscg.mil This special notice is for market research and planning purposes only. It does not constitute a solicitation and shall not be construed as a commitment by the Government to award a contract from responses to this announcement. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation.
