- Description
- Market Survey/Request for Information for Purchase & Installation of a 5-Axis Computer Numerical Control (CNC) Milling Machine General Information: The Federal Aviation Administration (FAA) is conducting a Markey Survey/Request for Information for The Federal Aviation Administration (FAA), Civil Aerospace Medical Institute (CAMI), Aerospace Medical Research Division (AAM-600) for review and comment to identify interested and capable 8(a) sources and/or any other source that can support the Governments intention to purchase a 5-Axis Computer Numerical Control (CNC) Milling Machine detailed in the attached Draft Statement of Work (SOW) on/or before Spring 2021. The FAA intends to review all responses to this market survey to establish the acquisition strategy in terms of contract type and contract vehicles currently in place with interested sources capable to fulfill all the requirements of the Contract and SOW that will support this effort. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this Market Survey/Request for Information. Therefore, any costs associated with Market Survey/Request for Information submissions will be solely at the interested partys expense. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal. Background and Scope of Work: The 5-Axis CNC Milling Machine is part of the Aerospace Medical Equipment Needs (AMEN) Sustainment 3 acquisition program, which was established to continue to provide urgent upgrades to the aging and obsolete laboratory equipment at CAMI. The 5-Axis CNC Milling Machine supports the work of the Divisions Engineering Sciences Laboratories, Biodynamics and Cabin Safety. These laboratories conduct research activities that investigate the numerous advancements in materials, structures, aircraft configuration, equipment, and emergency procedures that affect aircrew, cabin crew, and passenger safety, particularly as it relates to crashworthiness and survival issues. Researchers conduct studies to assess how these advances affect human safety and to achieve a better understanding of crash environments including head impact, seat deformation, occupant restraint performance, safety device effectiveness and emergency evacuation, all of which are key issues in the aircraft certification process. The Engineering Sciences branch requires a new 5-Axis CNC Milling Machine, with conversational programming capabilities. This milling machine will allow the research team to more rapidly fabricate new and complex parts, or modify existing parts, that are needed to conduct crash testing using the CAMI impact sled. Currently, in some cases, there may be a six-month lead-time on these replacement parts and such delays can lead to a work stoppage for researchers. An updated machine is needed to quickly design, modify current design, or duplicate a part that needs to be replaced. The system will be installed at CAMI located on the FAA Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, Oklahoma. The 5-Axis CNC Milling Machine will replace the existing 3-axis machine. Response to this Market Survey: Any information provided under this market survey is for informational purposes only and will not be released. Any proprietary information submitted will be protected if appropriately marked. No evaluation of vendors will occur and vendor participation in any informational session is not a promise of future business with the FAA. Responses to this market survey will be used for informational purposes only. All responses (one response per company) are to be provided on company letterhead. No type font less than 12-point may be used. Responses must be received by 3:00 P.M, Central Time on April 23, 2021. Market survey responses received after the time and date specified will be determined to be late and may not be considered. Capability Statement: The FAA seeks the following information with the interested parties: Contractor Size, NAICS Codes, and Capability Statement with a detailed narrative that fully outlines and describes solutions that meet the governments need for the 5-Axis CNC Milling Machine. Provide information which fully supports its capabilities. Included should be a listing of at least 3 similar installations within the continental United States. Current Contracts (I.E. GSA Schedules; eFAST MOA; Blanket Purchase Agreements (BPA) etc. currently in place or that will be place within the next 60 days). Respondents must be active in the System for Award Management (SAM) (www.sam.gov). Attached is a draft of the Statement of Work (SOW). Respondents are encouraged to review the statement of work and provide comments. ***No Phone Calls Please*** All responses to this market survey must be received by 3:00 P.M., Central Time on April 23, 2021. All questions and submittals should be submitted to the address below or electronically: Federal Aviation Administration Attn: Stephanie Riddle Email: stephanie.riddle@faa.gov
