Sources Sought Notice 36C24921Q0207 This is a Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources (small and other than small) to perform a potential requirement. The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its anticipated award of a Stand-Alone Contract to a qualified source. This Contract is expected to be awarded under FAR 13. The period of performance shall be 30 Calendar days after receipt of award. This Contract shall provide all labor, materials, supervision, and equipment to replace 15 worn Automatic Gate Operators that are currently in need of replacement. This requirement is for the Memphis Veterans Affairs Medical Center located at 1030 Jefferson Ave., Memphis, TN, 38104-2127 THIS SOURCES SOUGHT NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capabilities by responding to this requirement no later than April 13, 2021 at 2:00PM, Central Standard Time (CST). Purpose and Objectives: Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. STATEMENT OF WORK REPLACE AUTOMATIC GATE OPERATORS MEMPHIS VETERANS AFFAIRS MEDICAL CENTER(VAMC) INTRODUTION: The Contractor shall provide all labor, materials, supervision, and equipment to replace 15 Automatic Gate Operators. BACKGROUND: The existing automatic gate operators are worn and not functioning; as a result, gates are not working properly and currently require repair and updating. SCOPE OF WORK: The vendor shall provide all labor, materials, equipment, and resources necessary to perform the replacement of existing automatic gate operators by replacing them with the same model and type that provide a direct fit with existing systems. Description Quantity MAX 1500 Slide OP Primary MCMAX1500P 15 EK3 Photo Electric Reflective Eye 15 #40 Chain w/Master Link (approx. 10FT EA/quoter needs to confirm) 15 Max Loop Detector 30 Interesting parties shall conduct a site visit at the Memphis VAMC to assess the existing operators to insure a direct replacement. This visit shall be coordinated with Jerome Braggs at least 48hours in advance. Phone number is (901) 523-8990 ext. 5013 and by email at Jerome.Braggs@va.gov. Vendor shall comply with all applicable VA guidelines, Medical Center rules, regulations, policies, and procedures. All work must be in accordance with current Joint Commissioning standards covering automatic gate operators UL 325. Vendor shall be escorted by Memphis Engineering staff while working in sensitive areas of this facility (i.e. patient care areas, etc.) Vendor shall report to the Engineering Section upon arrival each day to sign in and obtain an identification badge, return badging, and sign out at the end of each workday. Badges shall always be worn while on-site. All work shall be warrantied for at least one (1) year, and all parts shall be warrantied for at least five (5) years from completion, inspection, and acceptance by the Government. PERIOD OF PERFORMANCE: 30 Calendar Days After Receipt of Award VAMC Memphis normal working hours are Monday through Friday 0700-1600 (with one half hour for lunch), excluding federal holidays. All work shall be performed during normal working hours unless the Contracting Officer s Representative (COR) provides written consent to the Vendor with approval of the Contracting Officer. The facility observes the following federal holidays: New Year s Day Martin Luther King, Jr. Day Presidents Day Memorial Day Independence Day Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day PLACE OF PERFORMANCE: Memphis VAMC, 1030 Jefferson Ave., Memphis, TN, 38104-2127 SPECIAL CONSIDERATIONS PER MEMPHIS: unless specifically directed by the Contracting Officer in the Contract. All work in areas involved shall be scheduled with the VA Engineering Service representative. Work shall be scheduled for proper execution to completion of contract. Security Requirements: Contractor shall identify which employees will be working under the awarded contract. Contractor personnel shall include employees, sub-contractors, subcontractor employees, suppliers and delivery personnel entering the Medical Center. This does not apply to suppliers and delivery personnel making deliveries to the VA warehouse dock only. Those employees shall bring photo ID to obtain a VA Contractor identification badge that shall always be worn above the belt while on Medical Center property. Contractor's employees shall return all I.D. badges to designated personnel at time designated in the task order. General Requirements: Prior to award of a contract, the contracting firm shall furnish to the Government a statement of facts, in detail, as to his previous experience, organization, and facilities available to perform work. A minimum of five years is required. The contracting firm to provide all necessary training/certification documentation. Supervision/Communications. At all times during the performance, the Contractor's Superintendent (if applicable) shall be available by cellular phone. Prior to beginning any work, the Contractor shall supply the COR with the telephone number for the Superintendent. The Contractor's ""Competent Person"" that meets OSHA training guidelines, can make decisions and acting on behalf of the Contractor shall always be physically located on site during performance of the contract. If the Contractor's Competent Person is absent from the job site for an extended period, the COR may send all Contractor/sub-contractor employees off the job. The Contracting Officer's Representative (COR) is responsible for the inspection of the work called for in this job. The Contracting Officer's Representative will be identified in the task order by name, telephone number and location. Inspections made by the COR are for the sole benefit of the Government and do not relieve the Contractor of any quality control responsibilities. Drawings General. Contract drawings (if applicable) will indicate the extent and location of work. If any departure from the contract drawings are deemed necessary by the Contractor, the details of such departure and the reasons therefore shall be submitted to the Contracting Officer for approval as soon as practical. No such departure shall be made without proper written permission of the Contracting Officer. The Contractor is responsible for all information and requirements in drawings and specifications that pertain to the task order. Verification of Dimensions The Contractor shall visit the job site to thoroughly familiarize himself with all the details of the work and working conditions. The Contractor shall also verify all dimensions in the field and shall advise the Contracting Officer of any discrepancy before performing any work. The Contractor shall be specifically responsible for the coordination and proper relation of his work to the building, structure, phasing and ensure the safety of employees and workmen. CHANGES TO STATEMENT OF WORK: Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor. CONFIDENTIALITY AND NONDISCLOSURE: It is agreed that: The preliminary and final deliverables and all associated working papers, application source code, and other material deemed relevant by VA which has been generated by the contractor in the performance of this task order are the exclusive property of the U.S. Government and shall be submitted to the Contracting Officer at the conclusion of the task order. The Contracting Officer will be the sole authorized official to release verbally or in writing, any data, the draft deliverables, the final deliverables, or any other written or printed materials pertaining to this task order. No information shall be released by the contractor. Any request for information relating to this task order presented to the contractor shall be submitted to the Contracting Officer for response. Press releases, marketing material or any other printed or electronic documentation related to this project, shall not be publicized without the written approval of the Contracting Officer.
