THIS IS FOR INFORMATIONAL PURPOSES ONLY.� Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers, Jacksonville District, intends to issue a contract modification, on a sole source basis, to the following six (6) Architect Engineering Firms hereafter referred to Designer(s) of Record: CDM Federal Programs Corporation Gannett Fleming- Dewberry Joint Venture Genterra-Freese and Nichols Joint Venture Jesco - Black & Veatch Joint Venture, LLC Singhofen & Associates Inc. Stanley Consultants � Stantec Joint Venture This sole source contract action is required for completion of the following scope of work:������ A-E Services for Multi-Discipline Miscellaneous Civil Works Design and Other Architect-Engineer Services Within the Florida Boundaries of the Jacksonville District, Puerto Rico and the U.S. Virgin Islands. Services will include engineering and design services for predominantly civil work projects with limited support for military projects and projects owned by other agencies, such as preparation of design reports, engineering studies, cost estimates and construction schedules, calculations/analyses, and construction plans/specifications suitable for use in competitive bidding processes. The work will encompass all types of civil works projects including environmental restoration, flood control, erosion control, jetties, navigation (including dredging), bridges, site planning, structural design (including pump stations, bridges, and water control structures), paving, grading, canals, levees and dams, drainage plans, utility systems design and relocation, and value engineering. The support for military projects will include various types of construction including demolition, renovation and repairs related to multiple facility types such as military, commercial, industrial, and logistical. Services will include cost estimates for planning, design, and construction phases, cost risk analyses, quantity takeoffs, development of construction schedules, and labor rate surveys. Preparation of construction cost estimates will require necessary software and hardware platforms to properly run MCACES Second Generation (MII). The MCACES (MII) software will be provided by the U.S. Army Corps of Engineers after contract award. Work on some projects may require performing topographic surveys by a licensed surveyor as well as geotechnical exploration and analysis. The contractor will be responsible for the purchase of the associated Cost Book. This work will require compliance with SDSFIE (Spatial Data Standard) for GIS and AEC (Architectural Engineering CADD Standard). All civil works CADD products produced under this contract will be required to be submitted in MicroStation format and fully compliant with the AEC CADD standard. All military CADD products produced under this contract will be required to be submitted in AutoCAD file format and fully compliant with the AEC CADD Standard. In July 2019, the Jacksonville District awarded a suite of six indefinite delivery contracts to the above-named firms under solicitation W912EP-18-R-0039 to perform the scope of work defined above.� Several task orders have been issued in support of civil works projects included in the fiscal year 2018 supplemental appropriate bill, the Bipartisan Budget Act of 2018 under these contracts which has exhausted available capacity.� As the designs have progressed, the projects have evolved to meet Government requirements including the replacement of bridges in lieu of retrofitting.� These modifications are required to provide additional contract capacity for the Designer(s) of Record to complete design for bridges, civil works projects and several flood risk reduction projects within the Florida boundaries of the Jacksonville District, Puerto Rico and the U.S. Virgin Islands. This notice of intent is not a request for competitive proposals. The Government is not obligated to and will not pay for any information received from potential sources as a result of this notice of intent. This Notice of Intent is hereby published in accordance with FAR 5.201.� All responses received within 15 days of the posting of this notice, will be considered by the Government. �A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
