- Description
- The U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC), Geotechnical and Structures Laboratory (GSL), has the requirement to determine the effects of long-term storage of placed, mixed DBA-105P.�� ERDC-GSL will conduct an experimental series in FY2021 to quantify these time dependent effects on the stabilization and energetic output of DBA-105P.� In order to conduct these experiments in as safe a manner as possible, ERDC has the need for enhanced time and environmental studies prior to the full-scale experiments in FY2021.�� Additionally, support will be required at the remote location.� In the event the BPNM floodway is activated as an emergency operation, ERDC will require expert support for the DBA-105P materials.� ERDC has a reoccurring need to evaluate and characterize a variety of energetic materials and establish how effective these materials are in relation to the effectiveness of DBA-105P. To support these needs, the Government intends to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period, to UTEC Corporation, LLC. (CAGE Code: 4YTY2), on a sole source basis. The award will be issued in accordance with FAR 13.500(a). The NAICS code for this requirement is 541990 with a size standard of $16.5M annual receipts. This notice is not a request for competitive quotes or proposals.� A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.� The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement.� The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.� Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to janalyn.h.dement@usace.army.mil.� The solicitation number shall be included in the subject line of e-mail submissions.� Responses must be received no later than 12:00 p.m. CST on April 13, 2021.
