- Description
- Special Notice for Intent for Sole Source Award - (Amendment to Attach the Statement of Work and extend response date) The Interior Business Center intends to issue a sole source award to the University of California (UC), Berkeley located at 1608 4th Street 220, Berkeley, CA 9471-1749, for a period of 12 months, with four 12 month option periods for Peace Corps Campus Recruitment Support Services to be performed at the UC Berkeley campus. The action is being processed in accordance with FAR 13.106-1(b)(1), only one responsible source. The award will be made under FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for sole source has been prepared in support of this acquisition and market research has revealed that there is no other available source that can immediately fulfill the existing requirement outside of UC Berkeley. A brief summary of the requirement is provided as follows: The Peace Corps has an interest in continuing to receive the large number of the high caliber applicants who apply to become Peace Corps Volunteers from UC Berkeley. The UC Berkeley Public Service Center partners with the community, student leaders and faculty to engage over 5,000 students each year as volunteers, and through jobs, internships, and courses. Their mission is to engage the university and the community in reciprocal partnerships to create educational programs for students, to promote leadership through service, and to foster social justice and civic engagement. They have the unique qualifications as the center for service and service learning at UC Berkeley. The Federal Work Study (FWS) program is a Federally-sponsored program that enables eligible students to earn income through part-time employment with select organizations, including the university, local nonprofit organizations, and government agencies. UC Berkeley is the ideal location for several reasons, including: proximity of the campus to the San Francisco Regional Office (SFRO); the large student population on campus; and, the historically high number of high-caliber Peace Corps Volunteer recruits that come from the UC Berkeley campus. Peace Corps recruitment support services at UC Berkeley, and to its alumni throughout the San Francisco Bay area will be provided seamlessly through a purchase order award made directly to UC Berkeley. Attached is the Statement of Work. The NAICS Code is 61131 with a small business size standard of $30.0M. The Interior Business anticipates awarding a Firm-Fixed-Price purchase order for this requirement in May 2021. Interested parties that believe they could satisfy the requirements listed in this notice may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a Request for Quote. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. Any questions regarding this notice must be submitted in writing to Brian Kehoe, Contracting Officer via e-mail to brian_kehoe@ibc.doi.gov no later than April 14, 2021.
