N0016421SNB56�� �� REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � Restroom Addition � PSC Z2QA � NAICS 236210 Issue Date: 04/08/2021 � Closing Date: 04/29/2021 � 2:00 PM EDT The Government is issuing this RFI/sources sought announcement as part of market research for construction of a single occupancy ADA/ABA unisex restroom facility that will be located inside an existing building at the Naval Surface Warfare Center, Crane Division, (NSWC Crane) located at Naval Support Activity (NSA), Crane, IN. The scope of this effort is listed below by trade. Existing space was a previously demoed restroom with approximate dimensions 12� wide x 30� deep. The goal of this project is to isolate a smaller space (approx. 12� wide x 8� deep) to create a single occupancy unisex restroom that abides by ADA specifications and fits within the overall existing space. Utilities exist, but will need retrofitted, repaired, or replaced to support this addition. Restroom Construction: There are 2 options for restroom construction: Option #1 � Stick built construction. Construct 3 5/8� x 9� high metal stud walls approx. 40lf. Install approx. 470sqft of 5/8� drywall (Hang, tape, and finish). Install a suspended ceiling (approx. 100 sqft) with 2� x 2� ceiling tiles. Patch and repair concrete floor as needed. Provide VCT or epoxy flooring (approx. 100 sqft.) Provide vinyl cove base around interior and exterior of the restroom. Paint all new walls 2 coats. Install ADA grab bars Install a painted 3�0� x 7�0� hollow metal entry door with appropriate ADA lock and hardware with knock down metal jamb New restroom shall be furnished with a mirror, unisex restroom sign, soap dispenser, paper towel dispenser, new trash can, toilet paper holder, and waste receptacle for feminine hygiene disposaL Option #2 � Pre-fabricated construction and assemble onsite. Purchase a pre-fabricated restroom unit that is the appropriate size to meet ADA/ABA specs. Assembly the unit onsite and connect all utilities. Pre-fabricated restroom unit shall include all finish components listed in option #1 that meet and/or exceed quality, capability, and ADA specifications. Pre-fabricated unit must have transferable warranty to the government via the manufacture. The following shall apply regardless of either option listed above: Plumbing: There was a restroom facility in this location prior. There are old plumbing flanges, water lines, and vents that need to be demolished. A new 6� sewer line will need to be run approx. 50� to replace the existing damaged cast iron line where it will connect to existing PVC. Excavation for new sewer line consists of approx. 20� open excavation, 15� under truck dock crawlspace, and 15� under existing slab excavation to be reduced to 4� PVC at the flange. A 6� cleanout shall be installed and capped off at grade located nearest to the existing dock, where not to impede travel and install a centralized floor drain. A new 1.5� water line will need to be run overhead from the meter approx. 120� inside the building to the new restroom location area. A 2� pressure regulator and isolation valves plumbed in parallel with the restroom feed shall be installed near the meter. Plumbing fixtures include: ADA toilet � ADA wall mounted sink � On demand water heater Drinking fountain Utility sink Drinking fountain and utility sink will be located outside of the restroom footprint. Electrical: Electrical components that need installed and powered are: On demand water heater sized appropriately for a single occupancy restroom Wall mounted heater sized appropriately for a single occupancy restroom 1 � 2�x4� LED lay-in ceiling fixture 1 � Exhaust fan 1 � 110V/20A GFCI outlet Exhaust fan and LED light will be on a single motion sensor switch. The main panel where power will be pulled from is approx. 25�. All wiring will be run in EMT conduit from panel to restroom. HVAC: HVAC installed components shall include: Wall mounted electric heater Exhaust fan Exhaust ductwork Exterior louver All required ancillaries Fire: Sprinkler heads exist within the new restroom area, and will need routed appropriately and 1 head dropped thru the suspended ceiling inside the restroom. Additional Notes: Existing fire suppression lines are thought to contain lead-based paint. No other lead-based paint coatings are suspected. There are no known asbestos containing material. Uncovered gravel material laydown/staging area is available for use during construction. No restroom facilities are available for use during construction. NSWC Crane is requesting the following information for planning purposes only and will be used for planning associated budget, schedule, and requirements with our Strategic Program sponsors. Estimated design cost Estimated construction cost for option #1 and #2 Estimated project duration All interested parties are encouraged to submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as description of work, estimated project duration with potential project risks identified, a statement of current availability, summary of prior experience, and a budgetary estimate.
