- This Request for Information (RFI) is not a solicitation for proposals, proposal abstracts, quotations or obligation on the part of the Government to acquire any products or services, but for planning purposes only. �This RFI is to gain knowledge of potential qualified sources and to explore industry capabilities. �Your response to this RFI will be treated as information only. �No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission to this announcement or the Government use of such information. �The information provided may be used by the United States Special Operations Command (USSOCOM) in developing its acquisition strategy, statement of work/statement of objectives, and performance specifications. �Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. �The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. The purpose of this RFI is to gather Industry's input regarding a requirement supporting the USSOCOM, Special Operations Forces Acquisition Technology and Logistics (SOF AT&L), Program Executive Officer for Special Reconnaissance (PEO - SR), Program Manager for Integrated Sensor Systems (PM-ISS), Sub-Programs for Joint Threat Warning Systems (PM-JTWS) and Silent Dagger. Responses to this RFI will be used by USSOCOM, SOF AT&L, PEO-SR, and PM-ISS to identify potential equipment for participation in the further evaluation of market information and/or ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice. Each offeror shall submit two documents in response to this RFI. �The first document shall contain a detailed technical description of the proposed current capabilities (TRL ? 6) and a description of how the offeror plans to demonstrate these capabilities. �The second document shall contain a description of other relevant capabilities (no TRL requirement) and a development roadmap showing the offeror�s planned product development. �All other documents provided by the offeror shall be retained by the Government, but not reviewed. Files shall be submitted to the Government in .docx, .pdf, .xlslx or .pptx format using the following filenames: � IW21_[vendor]_Demonstration - This is the file that describes the offeror�s current capabilities and desired demonstration scenario. IW21_[vendor]_Capabilities Roadmap - This is the document that describes other capabilities not being demonstrated and the offeror�s developmental roadmap. The Key Interest Areas: Unmanned aerial system (UAS) radio frequency (RF) signal intelligence (SIGINT) sensors.� Sensors that are compliant with the Modular Payload standard, which is available upon request, are preferred. Small form-factor, low profile antennas, higher gain, advanced material Signal processing capability at the tactical edge (on the battlefield) for SIGINT Artificial Intelligence/Machine Learning capability at the Tactical Edge for signal identification Detection and location capability for frequency agile radio transmitters General statement/s of requirements for Silent Dagger PM-ISS will be hosting a demonstration during the week of 30 August to 03 September 2021 at a location to be determined. �PM-ISS is requesting that industry submit two white papers (each): 1.�� The first white paper (also referred to as the �Demo white paper') should include a detailed description of the proposed demonstration of CURRENT capabilities (again ? TRL 6). 2.�� The second white paper (also referred to as the �Capabilities/Roadmap white paper') should include a description of capabilities (all modes) and a roadmap of any applicable developmental effort (No TRL requirement). PM-ISS will be providing a robust signal environment to test vendor capabilities advertised in the first article white paper submissions. �Based on the white paper responses, PM-ISS will determine which vendors qualify for the demonstration. �PM-ISS will notify all vendors via email by 2 July 2021 regarding their eligibility for the demonstration. �PM-ISS will not provide any funding for vendors to demonstrate their capability. Again, the vendor must be prepared to demonstrate any capability written about in the Demo white paper. The Government requests submissions no later than 5 May 2021. THERE IS NO SOLICITATION AT THIS TIME. �This request for information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred; and the Government will not be providing responses to any questions.
