DESCRIPTION: The Regional Contracting Office - Bavaria, 928th Contracting Battalion is issuing a Solicitation to award a commercial, single award, Lowest Price Technically Acceptable (LPTA), Firm Fixed Price type contract for Field Logistics Support Services. PERIOD OF PERFORMANCE (PoP): See attached PWS. BACKGROUND: The U.S. Army conducts joint multinational exercises at SlunjTraining Area and Zadar Air Port, Croatia During this time, Waste Removal shall be required to support U.S. and partner forces. SCOPE: Provide waste removal services for various locations throughout the country of Croatia. The following items need to be returned: 1. An authorized official shall complete the SF1449 in blocks 12, 17a, 30a, 30b, and 30c. 2. Offerors shall complete FAR 52.212-3 ALT I Offeror Representations and Certifications -- Commercial Items. With the exception of paragraphs (b) and (v), completion of the provision is not required if the offeror has active SAM registration. Offerors with an active SAM registration shall complete the annual representations and certifications electronically via the System for Award Management (SAM) website. 3.Complying with Section 889 Requirement: The offeror shall complete FAR provision 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment whenever required. The offeror shall complete FAR provision 52.204-26 Covered Telecommunications Equipment or Services whenever required. The offeror shall complete DFARS clause 252.204-7017 Prohibition on the Acquisition of Covered Defense Telecommunications Equipment or Services � Representation. 4. The offeror shall complete FAR clause 52.209-7 Information regarding Responsibility Matters whenever required. 5. The offeror should complete DFARS clause 252.229-7001 Tax Relief whenever required. 6. Acknowledgment of all Amendments to the solicitation (if any amendments are issued). The completion and submission to the Government of the below items will constitute the quote. The quote shall communicate the offeror�s unconditional assent to the terms and conditions in this solicitation, including any attachments and documents incorporated by reference. The offeror�s failure or refusal to agree to any of the terms and conditions of this solicitation or the offeror�s imposition of additional conditions or any material omission in its quote may constitute a deficiency which will make the quote unacceptable to the Government. The Government reserves the right to permit Offerors to revise their quote if the Government thinks it is in its interest to do so. This request does not commit the Government to pay any costs incurred in the preparation and submission of your proposal or in making any necessary studies for the preparation thereof, or for any visit the Contracting Officer may request for the purpose of clarification of the proposal or for preparation on negotiations. 7. Technical and Price Factors Factor 1: Experience. The PWS describes the services that will be acquired through this solicitation. The technical factor shall consist of: a. Subfactor 1: EXPERIENCE The offeror shall provide a narrative and/or supporting documentation to demonstrate the company or subcontractors qualifications and combined experience of at least one contract of similar scope valued at a combined effort of $150,000.00 or more within the last six years. The experience must be recent and relevant to this requirement. Recency is defined as services performed within six (6) years from the solicitation issuance date. Relevancy is defined as experience on at least one contract of similar scope valued at a combined effort of $150,000.00 or more. Certificates, documents, and/or references confirming the qualification of the offeror, to include sub-contractors, shall be submitted to the Contracting Officer along with the submission of the offer. The Government may contact references to verify the accuracy of the information provided. b. Subfactor 2: SUBCONTRACTING INFORMATION The offeror shall provide with its offer on company letterhead: A statement that all work performed under the contract shall be performed exclusively by the offeror, OR A list of proposed subcontractors, joint ventures, or other business partners that will provide work under the contract. The list must contain contact information and explain what work each party will perform under the contract. In addition, the offeror must provide a letter of intent from each party on the list demonstrating intent to subcontract, partner or otherwise work with the offeror in the performance of the contract. The letter must be written on that party�s letterhead and signed by an authorized representative. NOTE: Manufacturers are not considered Sub- Contractors. Factor 2: Price: Offeror shall complete and submit the �Schedule of Supplies/Services� for contract line items 0001. Offerors shall enter the total price in U.S. Dollars ($) or any other European Country Currency, i.e. Euros (�) for each line item. CLIN unit prices to be rounded to the nearest whole amount. Prices provided shall be fully loaded, inclusive of all fees, overheads, G&A, insurance, profits, or any other markups. Complete pricing for each CLIN or Sub-CLIN as required without taxes and including all shipping charges, FOB Destination to Croatia. Failure to do so may be cause for the offer to not be considered for award. Due to payment processing restrictions, a company with a US bank is to provide quotes in US Dollars only. Paragraph (c) - Period for Acceptance of Offers is changed to read: The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers. Paragraph (h) - Multiple awards: Only one contract award will be made. Paragraph (i) - Availability of Requirements document cited does not apply to this solicitation.
