- April 7, 2021 THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR AN INVITATION FOR BID.� NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command (NAVFAC) Washington intends to issue a Request for Proposal (RFP) for a firm fixed-price, construction contract for P490, Design-Bid, Fire Crash Rescue Station at Joint Base Andrews, Camp Springs, MD The anticipated requirement will be issued under Solicitation Number N40080-21-R-6382.� The RFP is expected to be posted to the beta.SAM website at https://beta.sam.gov/ around late April 2021. This is a Two-Phase Design-Build procurement that will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures and two-phase design-build selection procedures�under FAR Part 15 and FAR Subpart 36.3.� Evaluation will be conducted utilizing the Best Value Source Selection (BVSS) tradeoff process.� The Government The Government intends to award one (1) firm fixed-price contract.� In accordance with DFAR 236.204(i), the construction magnitude of this project is estimated between $10,000,000 and $25,000,000. The North American Industry Classification System (NAICS) Code for this procurement is 236220 with the annual size standard of $39.5M. Project Description: This Design Build contract requires design and construction of a new 36,218 sq. ft. Crash Rescue Station at Joint Base Andrews, Maryland. The new facility will provide a Large Headquarters Station that is sited to serve both fight lines and the Installation�s structures, and support current and future flying missions at the base. The new Crash Rescue Station Facility scope includes combined emergency communication center, fourteen aircraft rescue firefighting apparatus equipment/ maintenance bays, residential, training areas, gym, conference rooms, administration and management offices, an alternate emergency operations center, clean/dirty rooms for special equipment, logistics warehouse, response trailer storage and necessary recreation (television room/lounge/dining/kitchen) space, heating ventilation and air conditioning, electrical, communication, fire detection/suppression and mass notification/intercom systems, site preparations, parking lot, landscaping, storm water management, utilities and utilities connection, emergency generator with fuel tank and automatic transfer switch, and all other necessary work associated with this project. The project also includes the demolition of the existing buildings, one building totaling 18,008 sq. ft. and the other totaling 1,098 sq. ft.� A Source Sought was issued on 21 January 2021 under Solicitation Number N40080-21-R-6382 for potentially qualified Small Businesses, local U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUB Zone, SBA certified Service Disabled Veteran-Owned Small Businesses (SDVOSB), SBA certified Women Owned Small Businesses (WOSB) and SBA certified Economically Disadvantaged Women Owned Small Businesses (EDWOSB) for P490, Design-Build, Fire Crash Rescue Station at Joint Base Andrews, Camp Springs, MD. Based on responses received, this procurement will be conducted utilizing Full & Open Unrestricted competitive negotiation procedures. The Government intends to post all notices/amendments related to this solicitation on beta.SAMS at https://beta.sam.gov/.� All interested firms must be registered on beta.SAMS web sites in order to obtain the solicitation documents and all information regarding the solicitation.� Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments.
