Description
The Regional Contracting Office, Marine Corps Base Hawaii (MCBH) is soliciting sources for steel rigid containments berms per the attached salient characteristics with delivery and installation will be at Bradshaw Army Airfield which is part of the Pohakuloa Training Area on the Island of Hawaii. CLIN 0001 2 Each, Steel Rigid Containment Berms per the attached salient characteristics. CLIN 0002 1 Each, Shipping to Bradshaw Army Airfield which is part of the Pohakuloa Training Area on the Island of Hawaii. CLIN 0003 1 Each, Installation of the berms at Bradshaw Army Airfield which is part of the Pohakuloa Training Area on the Island of Hawaii. This synopsis is prepared in accordance with FAR Part 12 Acquisition of Commercial Items. The provisions and clauses in the Request for Quotations are those in effect through FAC 2021-05. The Request for Quotation (RFQ) number is M00318-21-Q-0017. The anticipated contract will be a Firm Fixed Price Contract. This procurement is 100% set-aside for small business concerns. The North American Industry Classification System Code (NAICS) and the small business size standard for this procurement is 332999 and 750 employees. All contractors must be registered in the System for Award Management database to be eligible for a Department of Defense contract award. All responsible sources may submit a quotation which shall be considered by the agency. The Government will award a single contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered.� The following factors shall be used to evaluate the offerors: Factor 1: Technical capability: The offeror�s Technical Quote shall be specific and shall address all requirements as stated in the attached salient characteristics. The offer must furnish a product that meet(s) the required specifications as stated in the salient characteristics. Factor 2: Past Performance: Per DFARS 213.106-2(b)(i)(A), the contracting officer shall consider data available in the statistical reporting module of the Supplier Performance Risk System (SPRS) regarding the supplier�s past performance history for the Federal supply class (FSC) and product or service code (PSC) of the supplies being purchased.� If a supplier does not have a record of relevant past performance history in SPRS for the FSC or PSC of the supplies being purchased, the supplier may not be evaluated favorably or unfavorably for its past performance history. Factor 3: Price: Vendor�s prices will be evaluated on an all or none basis. Vendors shall provide pricing for all CLINs/SubCLINs as outlined in the schedule. Failure to provide pricing for a CLIN and/or SubCLINs may constitute rejection and will no longer be considered for evaluation. Technical and past performance, when combined, are equal to price. Offerors shall provide the following with their quote: (1) RFQ - M00318-21-Q-0017. (2) A copy of a completed Offeror Representation and Certifications (FAR provision 52.212-3) document. (3) Offeror Information. The RFQ will be available on or about 8 April 2021.
