Description

PRE-SOLICITATION NOTICE NOI-NIAID-2072100 NAICS � 325414 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Neoteryx, LLC of Torrance, CA to procure Neoteryx Mitra micosamples to be used by NIH protocol 20I0083 to conduct COVID-19 serosurvey in the U.S. (Cat #�s 200308, CC-100, 20101-A and 20101-B). The Neoteryx Mitra microsamplers are being used by NIH protocol 20I0083 to conduct a COVID-19 serosurvey in the US. In order to keep results comparable with that study, and because the antibody assay we are using has been optimized for these samplers already, we require the same products for consistency and replicability. Additionally, due to the nature of the study requiring samples be collected as close to a patient�s receipt of a COVID-19 vaccine and the pace at which vaccines are being rolled out in the US, there is not time to conduct additional assay optimization. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-2072100) to Dana Monroe at dana.monroe@nih.gov, by 5:00pm eastern daylight savings time Tuesday, April 13, 2021. �All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
