Note that each of the categories has a separate and specific SOO associated with it. (i)� This is a streamlined combined synopsis/solicitation for commercial items and research and development prepared in accordance with the format in FAR Subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Procedures outlined in FAR Parts 12, 13, 16, and 35 will be used for these BOAs. (ii)��This solicitation, number FA3002-21-Q-AETC_IL is issued as a Request for Quotation (RFQ) (iii)��The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05, effective March 10, 2021. (iv)� IAW FAR Subpart 19.502, Setting Aside Acquisitions, this BOA is 100% set aside for Small Businesses. The NAICS Codes and Size Standards vary and are as follows: COMMERCIAL: LVC 511210 $41.5M; Big-Data Analytics�541519 $30M; Cloud Support Services�518210�$32.5M R&D: LVC�541715 1,000; R&D Big-Data Analytics 541715 1,000; R&D Cloud Support Services�541715 1,000 (v)� DESCRIPTION OF SUPPLIES/SERVICES. See attachments 2-4, Statements of Objectives, dated 26 Feb 21. (vi)� The Government anticipates executing up to 20 commercial BOAs in the commercial LVC category, up to 10 in the commercial Big-Data Analytics and Cloud Services categories, and up to five (5) in each of the R&D categories.� (vii)��The ordering period for this suite of BOAs will be five (5) years from date of issuance. The performance period for all orders placed under these BOAs shall not exceed five (5) years (including options) from the expiration of the BOA ordering period. Place of performance many vary. (viii)��The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items (Jun 2020), applies to this acquisition. �See Attachment 1 for additional Instructions to Offerors. 52.212-1 Addendum. �Paragraph (g) of this clause is tailored as follows:� (g)� Basic Ordering Agreement (BOA) issuance. The Government intends to evaluate quotes and issue BOAs without interchanges with vendors. However, the Government reserves the right to conduct interchanges if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest. (ix)� The provision at FAR 52.212-2, Evaluation - Commercial Items (Oct 2014), applies to this acquisition. �See Attachment 1 for Evaluation Criteria. (a) The Government will issue BOAs resulting from this RFQ to the responsible vendors whose quotations will be most advantageous to the Government. The following factors shall be used to evaluate offers: � (1) �Technical� (2) �Management/Key Personnel (3) Past/present experience with regard to the requirements as identified in each of the individual SOOs (b)� A written notice of the reception of a BOA will be emailed to the successful vendors. Since the Government intends to award a contract without interchanges with respective offerors, you are encouraged to offer your most advantageous quote. (x)� In accordance with FAR 52.212-3, Offeror Representation and Certifications - Commercial Items (Feb 2021), Offerors are reminded that Representations and Certifications are to be maintained at� www.sam.gov. In the event Representations and Certifications are not on file, vendors must include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications Commercial Items that can be obtained online at www.acquisition.gov FAR Part 52 or www.sam.gov.� A vendor shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certificates electronically at www.sam.gov. �If an offeror has not completed the annual representations and certifications electronically at the SAM website, the offeror shall complete only paragraphs (c) through (v) of this provision. To be eligible to receive a BOA resulting from this solicitation, a contractor must be registered in the System for Award Management database. NO EXEPTIONS. Deadlines: NLT 10:00 AM CDT, 7 Apr 21 - Questions regarding this RFQ shall be submitted via email to the points of contact listed in paragraph 9. No questions will be accepted or addressed via telephone.� NLT 10:00 AM CDT, 19 Apr 21 - All completed Commercial or R&D Volumes shall be submitted via email. No submissions will be accepted via mail or hand delivery. It is the vendor�s responsibility to confirm receipt of all submissions. Quotes received after the time and date listed will be deemed non-responsive and will not be considered or evaluated for receipt of a BOA.
