Description
This is not a solicitation announcement. �This is a sources sought synopsis only. �The purpose of this sources sought synopsis is to gain knowledge of potential qualified small business sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code of 561210, Facilities Support Services.� Responses to this sources sought synopsis will be used by the Government to make appropriate determinations about potential sources.� Only small business sources shall respond to this sources sought notice.� Project Title: �Shipping and Receiving/Storeroom Operations� � Project Description:� The purpose of this requirement is to provide scientific and general operational laboratory services for the Center for Food Safety and Applied Nutrition (CFSAN) field laboratories, to include: shipping and receiving support, including internal delivery of packages and dangerous goods shipping; laboratory media preparation; laboratory storeroom operations, including hazardous chemical storage, handling and delivery; laboratory glassware decontamination and distribution; and Medical Pathological Waste (MPW) handling at CFSAN facilities located in the Baltimore/Washington metropolitan area. �The contractor shall supply the necessary qualified personnel to conduct these services.� General Requirements: � The Contractor shall: Provide Contractor personnel with protective equipment (e.g., safety shoes, respirators) necessary to minimize exposure to safety hazards while on the job site. Protective equipment shall comply with Occupational Safety and Health Administration (OSHA) regulations and training requirements. The Government will not provide the contractor with personal protective equipment. Provide training in Good Laboratory Practices (GLP), including Standard Operating Procedures (SOP's), and OSHA Hazard Communication to ensure that all employees are informed of potential chemical hazards and the appropriate protective measures. Provide documentation that personnel have successfully completed certification and re-certification training as warranted. The Contractor shall provide training in the regulations listed in Section 9.1.1. and in the implementation and enforcement of all Standard Operating Procedures. Safeguard all Government property provided for the Contractor's use. At the close of each work period, Government facilities and materials shall be secured by the Contractor. Ensure that keys and/or electronic access entry cards issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. Keys issued to the Contractor by the Government will be duplicated by designated Government personnel only. The Government will provide identification badges to be used during all hours of operation by the Contractor personnel working at the FDA facilities. Report the occurrences of a lost key to the Contracting Officer Representative COR(s) immediately. The Contractor shall not grant access to any locked areas to permit entrance of persons other than the Contractor's employees engaged in the performance of assigned work in these areas. Have a medical surveillance program established to the extent required by applicable regulations. The on-site Government Health Unit(s) shall not be responsible for the Contractor's medical surveillance program. Your responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. �Page limit: Maximum 15 pages (font size Times New Roman 11 or larger).� A copy of the company capability statement will also be accepted (but not in place of the responses to the below questions). �The anticipated period of performance is a 12-month based period, with four 12-month option periods. �After review of the responses received, a pre-solicitation synopsis and formal solicitation may be published on beta.SAM.gov. Responses to this notice must include company name, address, point of contact, size of business pursuant to the NAICS code, and must respond to the following questions: Is your business a small business under the NAICS code? Does your firm qualify as a small disadvantaged business? If disadvantaged, specify if your firm is certified under Section 8(a) of the Small Business Act? Are you considered a certified HUBZone firm? Are you considered woman-owned or operated business? Are you a certified Service-Disabled Veteran-Owned or Veteran-Owned business? Describe your organization�s proven capability and understanding/approach to provide the required services described above, including: Glassware Washing, Distribution, and Handling Services; Medical and Pathological Waste Processing and Support Services; and Media and Bulk Solution Preparation Support Services. Describe your organization�s experience with providing training in Good Laboratory Practices (GLP), and whether your company�s personnel have the requisite training certification(s). Describe whether your organization has a medical surveillance program established to the extent required by applicable regulations. � This is not a request for proposals and in no way obligates the Government to award any contract.� Responses to this notice shall be submitted via email to Food and Drug Administration/OAGS: Anthony Wimbush, Contract Specialist, at Anthony.Wimbush@fda.hhs.gov, and James Whitt, Contracting Officer, at james.whitt@fda.hhs.gov. �Responses must be received in writing, by no later than April 19, 2021, 3:00 PM, Eastern Time.� � No solicitation is currently available.� Responses to this sources sought synopsis will not be considered adequate responses to the solicitation, a request to be added to a prospective offerors list, or a request to receive a copy of the solicitation.
