- The Office of the Comptroller of the Currency (OCC), a bureau of the U.S. Department of the Treasury, is seeking information from industry to assist with the development and planning of a potential new requirement. THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTATIONS (RFQ). NO SOLICITATION IS AVAILABLE AT THIS TIME. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Quotation (RFQ) or a promise to issue an RFQ in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the OCC is not at this time seeking quotations and will not accept unsolicited quotations.� Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Not responding to this RFI does not preclude participation in any future RFQ, if any is issued.� It is the responsibility of the potential offerors to monitor all sites (e.g. beta.sam.gov, GSA ebuy, NASA SEWP, etc) for additional information pertaining to this requirement.� The results of this market research may contribute to determining the method of procurement. SUMMARY OF REQUIREMENT: The Office of the Comptroller of the Currency, more specifically Office of Management, needs software that allows authorized individuals without PIV cards to securely and electronically sign and route forms. The required software: must support an enterprise license must be procured through Information Technology Systems (ITS) shall be available on an as-need basis to all OCC business units must allow for e-Signatures that Enables people without HSPD-12/SmartID/PIV Cards to sign documents Does not require people to be logged onto OCC�s VPN in order to sign the document (conversely, people who are logged onto the VPN must be able to sign the document) must be able to validate signatures must pass federal cybersecurity standards/requirements must allow documents to be routed electronically via an encrypted portal and/or email to transmit sensitive information/documents must be accessible via desktop, laptop, tablet, phone must be accessible and usable by receivers who do not have that software pre-installed must be Section 508-compliant shall be easy to access shall be easy to implement/use upon acquisition (OCC is not looking for anything that will take too much time to customize) Additional Information:� Vendors shall have an active GSA schedule or NASA SEWP contract. Software shall currently be in use by a comparable business and/or agency (i.e. one that is in the federal government and/or the financial services industry). Software shall be compatible with existing software (i.e., Outlook, SharePoint, Adobe, Adobe Experience Manager/Designer, ServiceNow) Below are examples of the types of software that may meet the Government�s need.� DocuSign OneSpan Sign Adobe Sign SignRequest SignEasy signNow Sertifi pdfFiller HelloSign Dotloop RightSignature TENTATIVE PERIOD OF PERFORMANCE The Government anticipates a 12-month base year with four 12-month option years with award anticipated to be in December 2021.� � RESPONSE REQUESTED Small Businesses are encouraged to respond. Please provide the following company information: Company Name; Point of Contact (Primary and Alternate: include name, email address and phone number) DUNS; CAGE CODE; Business size status; Applicable NAICS Codes; Contract vehicles that would be available to the Government for the procurement of this product/service (e.g. active GSA SCHEDULE, GSA GWACS, NASA SEWP, etc).� Applicable GSA SINs [to include description of SIN product/service classification/description]; Questions to Respondents � Provide answers to the following questions, include assumptions or other conditions.� 1.� Address how your company is capable of satisfying the requirement.� Tie this response to your company�s technical core competencies.� 2. Based on the scope of the requirement and the technical characteristics/requested capabilities provided above, what do you believe is the best approach for the OCC to support this requirement? 3. What software would you consider in satisfying the requirement?� Provide details to support why. 4. What is the projected estimate it would cost your company to provide the software services identified above?� Include estimates for a base year and four 12-month option years (include labor categories, standard rates and projected hours). 5.� Do you have any comments or feedback specific to this requirement?� If so, please provide. Interested parties are requested to respond to this RFI with a white paper that shall not exceed 5 pages. Submission pages must be single spaced, 12-point type with at least one-inch margins on 8 1/2� X 11� page size.� The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response.� Responses must specifically describe the contractor�s capability to meet the requirements outlined in this RFI.� Oral communications are not permissible.�� Only electronic copies of RFI responses will be accepted and should be emailed to: deonna.reyes@occ.treas.gov. The e-mail shall contain the following subject line: Response to RFI � eSignature Requirement. The Government may use the responses received to determine whether to proceed with the acquisition as a set-aside, or in the absence of a least two small business responses to this notice, may determine to proceed with a full and open competition.� This decision and whether to proceed with the acquisition is at the sole discretion of the Government.� All interested vendors shall submit questions regarding this RFI by 4:00 PM EST on April 15, 2021.� RFI responses/white papers are due by 12:00 Noon EST on April 30, 2021. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED.� To aid the Government, please segregate proprietary information.� Please be advised that all submissions become Government property and will not be returned. �RFI submissions submitted after the due date will not be assessed. Disclaimer:� This RFI is not a Request for Quotation (RFQ) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as quotations nor will any award be made as a result of this synopsis. All information contained in the RFI is preliminary as well as subject to modification and is in no way binding on the Government.�
