- The proposed procurement is Full and Open Competition (Unrestricted). Project Description: Addition & Renovation of Building 434, U.S. Department of�Agriculture (USDA) Beltsville Agricultural Research Center (BARC), Beltsville, Maryland The proposed procurement is Unrestricted, NAICS 236220 with a magnitude of�construction between $1,000,000 and $5,000,000.�The project consists of renovating an existing building and addition of two (2) wings�to the existing structure, Building 434 located at Beltsville Agricultural Research�Center, Beltsville, Maryland. Demolition includes but is not limited to, removal of�finishes, windows, doors, concrete slab, masonry walls, wood walls, ceilings, roofing,�plumbing, electrical, and stairs in the existing building.�Renovation includes but is not�limited to creating an o?ice space, restrooms, mechanical spaces, storage space, foot�washing stations, and providing mechanical service to the new wings. Renovation will�convert the existing structure to a 12 room, 4,017 SF, support and admin space for the�poultry housed in the new wings. The two (2) new wings will be new metal frame construction with four (4) rooms totaling 6,875 SF which will serve as a poultry�quarantine facility for chickens and turkeys. These new wings will include evaporative�cooling climate controls. Site work includes but is not limited to construction of a�temporary access road, improvement of the existing ring road, construction of paved�parking spaces, concrete slabs on either side of the�wings, grading, sediment and�erosion control measures, and landscaping. The anticipated period of performance for�the above described project work is 350 calendar days from Notice-to-Proceed. WORK�SHALL BE ACCOMPLISHED IN ACCORDANCE WITH THE ATTACHED SPEICIFICATIONS�AND DRAWINGS. A site visit is planned for 11AM (EST) on 16 April 2021. (See instructions under FAR Provision 52.236-27 in section 00 72 00-General Conditions in the solicitation).� Technical inquiries and questions relating to this solicitation are to be submitted via�Bidder Inquiry in ProjNet at�(https://www.projnet.org) No Later than (NLT) 11:00 AM�(EST), 21 April 2021. (Follow instructions within solicitation regarding Request for�Information) This solicitation will not be issued in paper. No phone or fax request for copy of�solicitation will be accepted. Bids can be submitted in accordance with the soliciation�bid instructions. Vendors must be registered with the System for Award Management (SAM) database to�receive a government contract award. Vendors must also be registered in�Representations and Certifications Applications (included in SAM). The North�American Industry Classification System (NAICS) Code applicable to this acquisition�must be in vendor's SAM registration.
