- Exception is taken to this requirement FD2030-21-01325 solicitation SPRTA1-21-Q-0264 of the synopsis publicizing IAW with FAR part 5.202(a)(13), exception: (i) Is for an amount not expected to exceed the simplified acquisition threshold (ii) Will be made through a means that provides access to the notice of proposed contract action through the GPE. (iii) Permits the public to respond to the solicitation electronically. Electronic commerce is defined at 41 USC sec. 426 as electronic techniques for accomplishing business transactions, including electronic mail. Thus, provided the complete solicitation package is available through the GPE and offerors are permitted to respond electronically (i.e., email in this case), the proposed contract action would not need to be synopsized. Therefore, synopsis is hereby waived as this acquisition is not expected to exceed the simplified acquisition threshold, request for proposal will be made through Beta.Sam.gov, and the offerors will be able to respond electronically. 1. The Items, Estimated Quantities and Required Deliveries are as Follows: L/I 0001: Description: Item description and function: 1.8690 inches long X 1.8690 inches wide X 19.3220 inches high, weighing 10.00 lbs., composed of AMS 5660 nickel alloy; the compressor spacer has two knife edge seals; item maintains distance between compressor disk to allow stators to direct airflow from one stage to the next at the most efficient angle. Applicable to the TF33 engine. Destination: SW3211. The current required quantity is 27 ea. Delivery Schedule: Rate of 5 each of CLIN 0001 per month beginning 638 days after receipt of order. Early delivery is acceptable. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to contact the Ombudsman at (405)855-3556.
