- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs intends to issue sole-source firm-fixed priced award contract, to Novogene Corporation, 823 Anchorage Place Ste 105, Chula Vista, CA 91914-4534. A sole source procurement will be issued to Novogene Corporation because they are the only vendor capable of fully performing the service. This requirement is for Research and Development department and specific requirement must be met and can only be provide by Novogene. This project involves Eukaryotic mRNA sequencing of 48 mouse samples. Currently the best platform to conduct such sequencing service is Illumina HiSeq or NovaSeq platform combined with a state-of-the-art library preparation kit. Researchers require a company that has sufficient sequencing capacity and efficient turnaround time to push their research further. They also require advanced technical support due to the complexity of sequencing data. Novogene, with over 75% of our staff holding an advanced degree, can provide that support. For the service needed, Novogene is the ONLY company that can fulfill these requirements on the HiSeq or NovaSeq platform with our large sequencing capacity, superior data quality, comprehensive bioinformatics data analysis, fast turnaround time, and very competitive, FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, applies to this procurement."" The contract is expected to be awarded under FAR 13.106-1 (b). Period of Performance: 5/01/2021-09/30/2021 NACIS:541712, Research and Development PSC:AN11, Health R&D Services Size Standard: $12 M STATEMENT OF WORK: The proposed studies for our VA merit award is to determine how CD47 regulates fat function and contributes to the development of obesity and its associated complications. Recently, our published data (Biology Open, 2020) showed that CD47 differentially regulates white fat and brown fat function. To further elucidate the underlying mechanisms of this phenotype, we propose to perform eukaryotic mRNA-seq transcriptome analysis in different fat depots from wild type and CD47 null mice (total 48 samples). Through this unbiased approach, we anticipate identifying novel factors that mediate CD47 s differential effects on white and brown fat function. The publications listed in Paragraph 14 (Applicable Regulations, Manuals, Specifications) are incorporated by reference into this contract and are supplemental to this specification. The Contractor shall maintain on file at its own expense the current and latest edition of each applicable publication. VA will provide the contractor with current VA publications upon request (i.e. fire suppression/fire safety). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a capability statement or quotation, which shall be considered by the agency on or before April 16th, 10:00am CST to Tiffany.Holland@va.gov. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE 36C24921Q0235 in the subject line. All documents submitted will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities including documented proof the quoter is authorized by the OEM to accomplish software programming changes to satisfy the requirements listed above to the Contracting Specialist, Tiffany Holland by email at Tiffany.Holland@va.gov. It should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements, including proof of training and certification for performing maintenance and service on the listed equipment and systems.
