#SS-CSB-058 INTENT TO SOLE SOURCE: Acuren Investigations, Inc. metallurgical and failure analysis services for the U.S. Chemical Safety and Hazard Investigation Board (CSB) / Office of Investigation The Bureau of the Fiscal Service (Fiscal Service), Division of Procurement Services, on behalf of the CSB, intends to make award to Acuren Investigation, Inc. on a sole source basis, under authority of FAR 6.302-2, for metallurgical testing and failure analysis services. The CSB has an urgent requirement for metallurgical examination(s) of evidence recovered from an incident scene to determine probable failure mechanism(s) that contributed to the loss of process fluid containment. This examination could include positive material identification (PMI), non-destructive examination (NDE), and destructive examination of the equipment as determined by the CSB through advisement of the contractor. The Office of Investigation requires a rapid deployment of this contract in order to complete the Investigation, and effectively carry out its mission to drive chemical safety change through independent investigations to protect people and the environment. This testing has been scheduled and is being completed by other parties. A delay in awarding this contract will cause severe disruptions in the timing of the testing. The proposed contractor, Acuren, is the entity available to perform the work immediately, and has superb past performance with the CSB and other agencies. The Contractor possesses experience related to metallurgical failure analysis associated with failure mechanisms for piping and equipment used in the chemical and petroleum industries. The Contractor must also demonstrate experience completing metallurgical examinations that may be used in litigation. Certifications and qualifications held by employees that are to perform the scope of work shall be included in any response to this Notice. NO SOLICITATION IS AVAILABLE. A request for more information will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Fiscal Service will consider written responses received no later than 1:00 PM EST, on Friday - �April 16, 2021. Fiscal Service anticipates no responses. Any responses that are received must be submitted electronically to purchasing@fiscal.treasury.gov and mindy.wargowsky@fiscal.treasury.gov, Attn: MLW/DLH- Acuren. �After April 16, 2021, Fiscal Service shall make award on a sole source basis to Acuren Investigations, Inc. No other information regarding this Special Notice will be provided. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice, should one be issued.
