Description

This is a Draft RFP for the Arnold Engineering Development Complex (AEDC) FARM II effort. �FARM II is a multiple award, competitive indefinite-delivery indefinite-quantity (IDIQ) acquisition for mechanical, electrical, instrumentation, data, and control systems, and utilities design-build, construction projects, and/or two-phase design/build for military ground testing facilities at all AEDC locations listed in the Statement of Work. �These projects include plant and infrastructure sustainment, restoration, and modernization to support the research, development, test and evaluation mission at AEDC. �The proposed performance period for the FARM II acquisition is five years from award. The Government requests reviewers to focus and comment on the clarity of which the Draft RFP presents the tasks to be completed, the depth of the Evaluation Criteria for Award which proposals will measured against, and the completeness of the Proposal Preparation Instructions. �In an effort to create a highly competitive and fair environment for the FARM II acquisition, the Government will utilize industry comments to make any final revisions to the solicitation documents. The Draft RFP is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the contractor for this requirement.� The Government reserves the right not to award FARM II.� Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the CO with appropriate consideration established.� The Government is not seeking proposals in response to this Draft RFP. Questions and comments regarding this Draft RFP are due no later than 2:00 pm Central Daylight Time on�30 April 2021 and shall be submitted to the Source Selection Office at email address AEDC.SSO@us.af.mil. �The Government will consider all comments and questions for possible incorporation into the final RFP.
