Description
The purpose of this Amendment, 0003, is to post additional questions and answers received for combined synopsis/solicitation 36C25621Q0639. QUESTION: Please advise who the current Oxygen supplier is for the hospital.  ANSWER: The Bulk Oxygen contractor is RAS Enterprises, INC. QUESTION: Is this project sales tax exempt? If the project is sales tax exempt, will the government provide a sales tax exemption certificate? ANSWER: Yes QUESTION: Will the Government provide VA badges/PIV cards for contractors working on-site for this project? ANSWER: Contractors will have to submit to a background screening and processing by our PIV Office. There could be delays in this process. If so, the VA will provide escorts. QUESTION: If contractors are provided a VA badge/PIV card, will they be allowed to move throughout the facility without a VA escort? If not, what areas of the facility specifically require VA escorts to enter? ANSWER: See above. The contractor will be able to move about the areas concerning this project by themselves if they have a PIV badge. QUESTION: Will the Government provide contractors with access to locked workspaces (such as mechanical rooms and plumbing closets) via badge/keycard access? ANSWER: No. An escort will open restricted areas for the contractor. QUESTION: Will the Government provide contractors with access to locked workspaces (such as electrical rooms and plumbing closets) via a master key? ANSWER: No. Master keys are restricted items and not usually given to contractors. QUESTION: Can the VA describe all tasks that may be required for this project as it relates to infectious control (ICRA)? ANSWER: See attached ICRA. QUESTION: What is the level of infectious disease control rating for this project at this facility? ANSWER: II/Type C QUESTION: Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? The software is compatible with the VA s networks and is currently in use at many VA locations. ANSWER: Yes QUESTION: Will the VA allow a single individual to act as the Quality Control Manager (QCM), Site Safety & Health Officer (SSHO), and on-site Superintendent (Super) for the prime contractor on this project? ANSWER: Yes QUESTION: Where will the designated parking area be for workers accessing the construction site? ANSWER: Contractors are allowed to park in the patient parking garage, however, parking is not guaranteed on site.  The contractor can request access but it is not guaranteed. Requests to park in other locations shall be submitted for approval. QUESTION: Will the VA provide a location to store materials on-site prior to the start of work? Will this location be available for the full length of the project? ANSWER: No QUESTION: Does the new manifold have to be certified? ANSWER: Yes QUESTION: Does the VA have any objections or concerns about operating on the secondary gas supply system for a period of 2 weeks or more as required by the project? ANSWER: No QUESTION: Are x-rays required prior to wall penetrations in the CEP building? ANSWER: Yes All other terms and conditions remain the same.
