Description
The NAVSUP Fleet Logistics Center Norfolk, Philadelphia Office intends to acquire on a full and open competitive basis, services in support of the Financial Improvement and Audit Remediation (FIAR) Program. Contractor support is required to assist the Department of the Navy (DON) financial and functional communities in accomplishing the required tasks necessary to achieve and maintain the FAIR goals and objectives. (This synopsis relates to two earlier requests for information (RFIs) which were synopsized 21 October 2020 and 20 January 2021 and were identified as N0018920RFIP4). Contractor support is required to meet the DON�s major objectives. The goals of DON FIAR are: � Consolidate and reduce feeder and general ledger systems into a modernized system employing standard business processes; drive decision-making and performance measurement through standard enterprise data and analytics. � Continue full scope audit with full transparency; prioritize and remediate findings, strengthen internal controls and improve the accuracy of financial reports; and achieve the Navy Audit Roadmap milestones and objectives, including achievement of an audit opinion by 2027. � Rigorously execute the DON�s budget; pursue budgetary reform seeking greater execution effectiveness and transparency. Major areas of support are expected to consist of: Systems Consolidation, Modernization, and Implementation Financial Data Environment Audit Remediation and Response Financial Reporting and Accounting Operations Financial Policy, Standardized Business Processes, and Budgetary Reform Internal Controls Institutionalization It is anticipated that the following labor categories will be required: Staff Consultant I Business Systems Analysts Levels II, III, and IV Financial Analysts Levels II, III, and IV Strategic Communications / Change Management Levels II, III, and IV Data Analysts Levels II, III, and IV Innovation Specialists Level II, III, and IV Program Manager Partner/Principal Subject Matter Specialist A single-award, Indefinite Delivery, Indefinite Quantity Firm Fixed Price (FFP) service contract is contemplated. It is intended that the resultant contract will allow both fixed price and CPFF task orders to be issued, as appropriate. The solicitation will require a price as well as a non-price proposal. Award will be made on a best-value trade-off basis, with non-price being significantly more important than price. FAR Part 15 procedures will be utilized.
