Description
Intent to Sole Source West Roxbury has twenty-one model 2000 automatic transfer switches (ATSs) in service. The existing ATS vary in age from 24 years to 29 years old and contain the Russ Electric Model MCB controller. The controller went into service on Russ electric equipment in 1980. The last Model 2000 (2000+) units were shipped by Russ Electric in 2012. The MCB controller that is used in the Model 2000 automatic transfer switch was moved to a discontinued status by Russ Electric in May 2018. As the available stock and refurbished stock is used up, there will be no replacement components. The Manufacturer has reported that many companies have already purchased and stockpiled the existing MCB controller. So, availability of replacement MCB are becoming extremely limited and are difficult to obtain. The MCB controller is a reliable component. However, they do fail. A complete MCB failure would prevent the automatic operation of the automatic transfer switch (ATS). If a failure were to occur, the lack of replacement MCB controllers would result in an extended outage on the emergency power system. This would have serious negative impact on the medical center (loss of power to the operating rooms, dialysis, SCIU, MICU, PCU, CCU, emergency lights, etc). A retrofit of the unsupported MCB controller to the new RPTCS05 controller is quickest and most cost-effective way to fix the problem. The medical center could forgo the retrofit and replace the existing ATSs with new equipment. However, a replacement project would require construction funds, professional design services, construction documents, space to set the new ATSs and about 18 months to 2 years to complete. The construction option would cost in the $800,000 to $1,000,000 range. Please note that with a replacement project, the VA would continue to assume the risk associated with any potential MCB failures. The cost to retrofit the existing fifteen switched is approximately $363,000 or $17,000 per switch. The retrofit would allow the following: a. the retrofit work can start as soon as a PO is in place; b. it allows existing ATSs to remain in service; c. the existing ATSs can remain in the same location; d. the retrofit provides a significantly lower cost; and e. retrofit extends the life of the ATS with no replacement.
