- This is draft RFP for the award of multiple Firm Fixed Price (FFP) contracts for Industry Studies for the Next Generation Logistics Ship (NGLS). The Government intends to post the final RFP by May 7th. The Industry Studies will investigate ship concept designs to assess affordability, identify cost effective design solutions by leveraging existing designs where possible, examine cost tradeoff and impacts of potential mission features and ship characteristics, and inform a future System Specification for design & construction.� The Navy envisions the Next Generation Logistics Ships as potentially a family of vessels to rearm, refuel, and resupply afloat and ashore units near contested environments.� The Next Generation Logistics Ships would augment the current Combat Logistics Force ships to conduct logistics missions in support of Distributed Maritime Operations (DMO), Littoral Operations Contested Environment (LOCE), and Expeditionary Advanced Base Operations (EABO). The Navy�s preference for Industry Studies is to use mature ship designs that can be modified to meet the ship�s mission, but the Navy will consider purpose-built �clean-sheet� design concepts. NGLS will be classed to ABS Marine Vessel Rules and outfitted with crane(s), underway replenishment equipment, astern refueling equipment, and stowage and staging areas for cargo and ordnance.� Because affordability, cost-tradeoffs, and impacts of potential requirements are a fundamental part of the Industry Studies, these contracts will require a domestic shipyard that can construct the NGLS ship. Therefore, the resultant Industry Studies contract(s) for this solicitation will only be awarded to a shipyard capable of constructing either as the prime contractor, sub-contractor, or team member.� The Naval Sea Systems Command (NAVSEA) intends to issue a fully open competitive Request for Proposal (RFP) to North American Industry Classification System (NAICS) code 336611 during the 2nd quarter of FY21. Attachments J1-3 will be provided upon request via email. Offerors must email their requests along with a signed Non Disclosure Agreement (Attachmnet J2).
